TECHNICAL SPECIFICATIONS
Lower Granite Adult Fish Ladder Turn Pool Gate Replacement
P2# 496158
1.0 INTENT
The following specifications pertain to the purchase of the equipment and supplies required to fabricate and install the components of the Adult Fish Ladder Turn Pool Gate Replacement project at the Lower Granite Lock and Dam. This system can be broken down into (7) subcategories:
• Overall Assembly
• Gate and Gantry Frame Assembly Hardware
• Gate and Gantry Frame Weldments
• Gate and Gantry Frame Liners
• Gate Pickets and Spacers
• Walkway Modification
• New Jib Crane
2.0 SCOPE
The successful bidder shall furnish all equipment and supplies specified below. Equipment shall meet the requirements specified below. Quantities shall be as determined from the accompanying set of drawings.
3.0 STRUCTURAL AND MECHANICAL REQUIREMENTS
3.1 OVERALL ASSEMBLY
• (2x) 1 ton Chain Hoists o 120V/1 PH outdoor rated motor design for hardwiring.
o 1 ton rated lifting capacity.
o Included Pendant control with outdoor rating.
o 8 ft/min minimum lift speed.
o Maximum hoist clearance of 22”.
o Minimum lift height must be 144” minus the hoist clearance.
o All components on hoist must be rated for outdoor operation.
• (4x) Dogging Chain Assemblies o ¼” minimum size.
o 316L SS construction.
o 1200 lb. min working load limit (WLL).
o 4800 lb. min breaking load (BL).
o Include a clevis slip hook on both ends of chain designed for compatibility with the chosen style of chain.
▪ Hook must conform to ASME B30.26 o Assembled length of chains should be at minimum 4” past the clearance of the hoist and at minimum hold the gate 4” above the water level. This should be determined in the field so chain assembly must be able to be cut to length and assembled on-site.
3.2 GATE AND GANTRY FRAME ASSEMBLY HARDWARE

3.3 GATE AND GANTRY FRAME WELDMENTS
• All structural material shall be dual certified 304/304L Stainless Steel unless noted otherwise.
o ASTM A240
• Hex Nuts (For Welding) o Heavy Hex o 304 or 18-8 Stainless Steel
3.4 GATE AND GANTRY FRAME LINERS
• All Liners shall be UHMW Polyethylene meeting the following requirements:
o ASTM D4020 o Rated for outdoor use including UV resistance.
3.5 GATE PICKETS AND SPACERS
• Gate Pickets are Hydrothane vertical bars.
o Extra High Molecular Weight Polyethylene
• Picket Spacers o EHMW or UHMW material o Rated for outdoor use including UV resistance.

3.6 WALKWAY MODIFICATIONS
• Channel o ASTM A36
• Flat bar or Plate o ASTM A36
• Pipe o ASTM A53
• Walkway Grating o 100 lbs/sq. ft minimum capacity o Galvanized to ASTM A123 o Slip resistant surface provided with serrations or grit texture.

3.7 NEW JIB CRANE

4.0 ELECTRICAL EQUIPMENT REQUIREMENTS
4.1 WIRING
o #8 AWG, Copper Wire, Line/Sigle Phase, Black or Red Color, 300 Feet.
o #8 AWG, Copper Wire, Neutral, White Color, 300 Feet.
o #8 AWG, Copper Wire, Ground, Green-Yellow Color, 150 Feet.
4.2 CIRCUIT BREAKER
o Two Circuit Breakers each Circuit Breaker rated for 20 Amps.

4.3 RECEPTACLE
o 20 Amps 120-Volt Two Single Self-Test Tamper Resistant/Weather Resistant
GFCI Receptacle, NEMA 3R Enclosure.
4.4 CONDUIT AND FITTINGS
o 1’’ Rigid Metal Conduit (RMC), 150 Feet.
o ½’’ Flexible Metal Conduit (FMC). 40 Feet.
o Junction Box NEMA 3R, Screw Cover,6” x 6” x 4”, Painted.
o RMC Fittings Such as Metallic Grounding Bushing, Threaded Conduit Body with Stamped Cover shall be used along with other RMC Fittings to complete the work.
5.0 SUBMITTALS
Submit the following in accordance with the submittal procedures listed below: Unless otherwise noted, all submittals require Government approval. Submittals will be reviewed and responded to within 7 business days.
A. BILL OF MATERIALS (FOR INFORMATION ONLY)
i. The Contractor shall provide a complete list of quantities and description of items being supplied. This item does not require Government approval.
B. MATERIAL DATA
i. The Contractor shall provide catalog data, drawings (as applicable), and
Operation and Maintenance Data (as applicable) for all materials being provided.
6.0 SUBMITTAL PROCEDURE
Submittals shall be transmitted electronically to both the technical Point of Contact and the alternate technical point of contact listed below in section 8. For files that are too large to transmit over email, coordinate the transfer method with the contracting officer’s representative.
Official receipt of a transmittal begins the business day after the Government receives that transmission by e-mail or through the Safe Access File Exchange website.
Each submittal shall include a cover containing the following information:
(1) Project title, contract number, and Contractor's name.
(2) Subcontractor, supplier, or manufacturer's name, as applicable.
(3) Items being submitted.
The information listed above can be provided using an ENG Form 4025 or a locally generated document. A fillable ENG Form 4025 will be provided by the technical POC after award.
Review Notations
Unless otherwise noted for a particular submittal, review will be completed within Twenty 20 calendar days after date of receipt of submittal. Submittals will be returned to the Contractor with the following notations:

a. Submittals marked with an action code of "A" are "approved" or "accepted" and authorize the Contractor to proceed with the work covered.
b. Submittals marked with an action code of "B" are "accepted as noted on drawing", "accepted except as noted on drawing", and authorize the Contractor to proceed with the work covered once they make the changes to the submittal provided they take no exception to the corrections.
c. Submittals marked with an action code of "C" are "accepted as noted, resubmission required", and authorize the Contractor to proceed with the work covered provided they take no exception to the corrections. The Contractor shall resubmit with appropriate changes to address the Government notations.
d. Submittals marked with an action code of "E" are "disapproved", "not accepted", and indicate noncompliance with the contract requirements or design concept, or that submittal is incomplete.
Resubmit with appropriate changes. No work shall proceed for this item until resubmittal is approved or accepted.
e. Submittals marked with an action code of "F" are Submittals marked "receipt acknowledge" and will indicate submittal has been received but not necessarily reviewed by the Government.
Comments to these submittals may or may not be provided; however, the Government reserves the right to require the Contractor to resubmit any item found not to comply with the contract.
f. FIO submittals marked with an action code of "FX" are Submittals marked as "does not comply as noted with contract requirements" and indicate noncompliance with the contract requirements or design concept, or that submittal is incomplete. Resubmit with appropriate changes for Government approval or acceptance. No work shall proceed for this item until resubmittal is received.
Disapproved or Rejected Submittals
Make corrections required. If the Contractor considers any correction or notation on the returned submittals to constitute a change to the contract drawings or specifications, give notice to the Contracting Officer.
If changes are necessary to submittals, make such revisions and resubmit in accordance with the procedures above. No item of work requiring a submittal change is to be accomplished until the changed submittals are approved.
Approved/Accepted Submittals
The Government’s approval or acceptance of submittals is not to be construed as a complete check and indicates only that the general materials and other information is satisfactory.
Approval or acceptance will not relieve the Contractor of the responsibility for any error which may exist. The Contractor is responsible for performing Quality Assurance to ensure the satisfactory procurement of final products.
After submittals have been approved or accepted by the Government, no resubmittal for the purpose of substituting materials or equipment will be considered unless accompanied by an explanation of why a substitution is necessary.
7.0 SHIPMENT AND DELIVERY

Delivery, handling, and storage of the Fish Ladder Turn Pool Gate components shall conform to manufacturers' requirements and best industry practices.
Notify the Government when the packages have been shipped and provide tracking information via email to the technical POC.
All materials shall be delivered FOB destination to Lower Granite Lock and Dam. Delivery shall be no later than 3 months after Notice of Award. The Contractor shall be responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival to Lower Granite Lock and Dam. No shipments are allowed other than during normal business hours of Monday - Thursday 7:00 a.m. - 4:00 p.m. excluding Federal holidays.
