About this file
These technical specifications detail requirements for reflectorized thermoplastic pavement marking compound, primarily for the City of Tampa and following Florida Department of Transportation (FDOT) specifications. The document covers hot extruded reflective thermoplastic material intended for pavement markings on bituminous and Portland cement concrete surfaces, which must be applied by extrusion in molten form with internal and surface glass sphere application. The material is available in white and yellow, in granular or pelleted form, and must produce an adherent, reflectorized pavement marking capable of resisting deformation.
The technical specifications establish strict material composition requirements, including minimum percentages for binder (18%), glass beads (30%), titanium dioxide for white compound (10%), and yellow pigment for yellow compound (2%). Key performance specifications mandate specific gravity between 1.95-2.15, color reflectance standards, rapid drying times (2-10 minutes depending on air temperature), bond strength exceeding 1.24 MPA, low-temperature cracking resistance, and the ability to withstand multiple reheating cycles. The compound must be free of lead and RCRA materials, use maleic-modified glycerol ester resin, and conform to detailed physical and chemical property guidelines for use in pavement marking applications.

TECHNICAL SPECIFICATIONS FOR
REFLECTORIZED THERMOPLASTIC PAVEMENT MARKING COMPOUND
8. SCOPE
This specification covers hot extruded reflective thermoplastic compound for use as pavement markings on bituminous and Portland cement concrete pavement. The material shall be so manufactured to be applied only by extrusion means on to the pavement in molten form, with Internal and surface application of glass spheres, and upon cooling to normal pavement temperature, shall produce an adherent, reflectorized pavement marking of specified thickness and width and capable of resisting deformation.
This specification is intended to set minimum requirements on material characteristics of the thermoplastic compound and application method to obtain acceptable field service performance.
9. MATERIALS
9.1 The thermoplastic compound shall be available in both white and yellow and in granular or pelleted form. Thermoplastic materials can be FOOT, or City/County approved. Supporting documentation may be requested by the City of Tampa after the bid opening. Please indicate granular or pelleted form on the lines in OpenGov.
9.2 The white and yellow thermoplastic shall not contain lead or any other Resource Conservation and Recovery Act (RCRA) Material.
9.3 The material manufacturer shall have the option of formulating the material according to the manufacturer's own specifications; however, a minimum of 8% by weight of the entire material formulation shall consist of maleic-modified glycerol ester resin, with no tall oil derivatives. The physical and chemical properties contained in this specification shall apply regardless of the type of formulation used. The pigment, beads and filler shall be free from all skins, dirt and foreign objects. The glass beads shall be in bag form.
9.4 Glass Beads (Pre-Mix):
Refractive Index of 1.50 Minimum Spheres, % 70 Minimum true spheres The beads used in the formulation shall be smooth, clear and free from air Inclusions and scratches that might affect their function as a reflecting media. The beads shall be uncoated and conform to AASHTO M247.
9.5 All materials shall conform to Florida Department of Transportation (FOOT) specifications. Bidders shall provide proof stating such upon request.
10, REQUIREMENTS
10.1 Specific Gravity
The specific gravity of the white and yellow thermoplastic material shall not be less than 1.95 or more than 2.15.
10.2 Composition
The pigment, beads, and filler shall be uniformly dispersed in the resin. The material shall be free from all skins, dirt and foreign objects and shall comply with requirements according to Table 1.
