About this file
This is a Technical Specifications document for USGS Request for Quote (RFQ) 140G0126Q0124 issued by the USGS Cooperative Research Units in Reston, VA.
The USGS seeks to procure Wildlife Telemetry Transmitters for the Idaho Cooperative Fisheries Research Unit to monitor movements and nesting locations of Ridgway's rails in California for endangered species research. The procurement requires 20 BluBat tags and 10 Flicker GPS Gen 2 tags from Cellular Tracking Technologies, or equal/better alternatives. Key specifications include: mass of 6.6 grams or less (based on 3% body mass tagging threshold principle); compatibility with either Motus platform at 2.4 GHz transmission frequency or cellular networks with remote data delivery capability; solar power or 2-3 year battery life; backpack harness attachment style with 4-corner hole casing; waterproof construction; and availability in both 4.5-6.5 gram and 3-4 gram weight options. Delivery is required to the U.S. Geological Survey in Moscow, Idaho within 30 days After Receipt of Order (ARO). The procurement supports research in endangered species conservation, avian ecology, and contaminant risk assessment while facilitating graduate student training and scientific data management.

TECHNICAL SPECIFICATIONS
USGS RFQ 140G0126Q0124
USGS CRU – ANIMAL/BIRD TELEMETRY TRANSMITTERS
The USGS, Cooperative Research Units in Reston, VA, supporting the Ecosystems Mission Area requests the purchase of Wildlife Telemetry Transmitters meeting or exceeding the specifications listed below. The primary use of these satellite tags is to support the field program of the Idaho Cooperative Fisheries Research Unit for monitoring movements and nesting locations of Ridgway’s rails in California to meet research objectives associated with endangered species research, contaminant risk, avian ecology, nesting success, and movement patterns.
The equipment must meet or exceed the following specifications:
1) Animal/Bird Transmitters equal to or better than BluBat tags (QTY:20) and Flicker GPS Gen 2 tags from Cellular
Tracking Technologies (QTY:10).
2) Size requirements are most important; this is based on a biological tagging threshold principle of 3% body mass as a tag burden.
a. 6.6 g or less in mass
3) Compatible with Motus platform or cellular network
a. Must be able to remotely deliver data (i.e., no base stations)
b. Motus-enabled transmitters must have a transmission frequency of 2.4 GHz based on the compatibility of
Motus towers in our study area (i.e., different transmission frequencies will not be received by the towers)
4) Solar powered or battery life of 2-3 years
5) Backpack harness attachment style (i.e., 4-corner hole casing)
6) Waterproof
7) Company can make transmitters that weigh both 4.5–6.5 g and 3–4 g
Delivery Address:
U.S. Geological Survey
875 Perimeter Dr MS 1141
Moscow, ID 83844
Delivery Timeframe: 30 days ARO
Delivery Point of Contact: TBA
The USGS mission essential functions, involve providing information that supports decision makers and resource managers in the preservation of life, health and safety of the American people, and related information delivery systems for global monitoring and reporting. The resources identified in this procurement support research in endangered species conservation, avian ecology, and contaminant risks in wetland-obligate bird species and directly supports the educational training of graduate research students and the ability of the USGS to capture, process, monitor, report, and distribute scientific data in a timely manner. In making this procurement decision, USGS considered alignment with DOI IT Transformation goals, alternative solutions, bandwidth and IT security impacts, portability, interoperability, and life cycle requirements.
