About this file
This document is a specification attachment for a federal solicitation (Attachment 1 – 1232SA25Q0795) issued by USDA-ARS-IBBRU seeking a portable hand-held photosynthesis system. The system must comprehensively measure photosynthesis and respiration rates across diverse plant types including aquatic, small-leafed, large-leafed, needle, and cactus plants, as well as insect respiration. Specific technical requirements include simultaneous gas exchange and chlorophyll fluorescence measurement, multiple specialized chambers/adapters, precise environmental controls, varied light source capabilities (red, green, blue, white), and operational temperature ranges from -20 to 60°C.
The procurement specifies delivery to Alexander Gaffke at USDA/ARS in Tallahassee, FL within 70 days, with a minimum 2-year warranty. Additional requirements include on-site training for software and hardware, and facility access provisions where contractor employees will be escorted and monitored. The system must include power supply, rechargeable batteries, CO2 cylinders, and soda lime filters, with compatibility across various measurement chambers including aquatic, large leaf/conifer, insect respiration, and a specialized one-sided gasket kit for cactus-like plant materials.

SPECIFICATIONS
1.0 Specifications Description:
USDA-ARS-IBBRU requires a portable hand-held photosynthesis system for routine analysis of photosynthesis and respiration rates of aquatic and terrestrial plants as well as being able to measure respiration rates in insects.
Specifically, system must be able to obtain photosynthesis rates of aquatic plants, small-leafed plants, large leafed plants, needled plants, and cactus. Systems also must be able to measure respiration rates in insects.
Research will be conducted under field conditions in agricultural and natural ecosystems, requiring a high capacity of portability adaptability of the system to sample the broad range of plants in and insects impacted by the research.
Portable photosynthesis system
Quantity: 1
Unit type: Each
Minimum Requirements:
A: Portable photosynthesis system
• System shall include all necessary software to control the instrument, process, storage, and reporting of data in any mode.
• System shall include simultaneous measuring of photosynthetic gas exchange and Chlorophyll a fluorescence.
• System must have adapters/chambers for the following applications: insect respiration, large leaf photosynthesis, needle type plant material, cactus type plant material, and aquatic plants.
• System shall have the following operational requirements:
o Operating Temperature Range: 0-50 °C.
o Storage Temperature Range: -20 to 60 °C.
o Leaf Temperature Control: ±10 °C from ambient, with a resolution of 0.1 °C.
o Chamber Exhaust Air Temperature: -10 to 60 °C.
o Leaf Temperature Sensor: Type E fine-wire thermocouple with a sensitivity range of -10 to
60 °C and an accuracy of <±0.5 °C total.
o Light sources (Red, Green, Blue, and White Illumination):
o Two light sources are required, a small light source for most samples and a large light source specifically for the large leaf/conifer chambers. The light source offers independent control of light intensities and spectral blends for steady-state and programmatic measurements.
o Intensity Ranges:
o Red: Up to 2400 μmol m⁻¹ s⁻¹.
o Green: Up to 1000 μmol m⁻¹ s⁻¹.
o Blue: Up to 2000 μmol m⁻¹ s⁻¹.
o White: Up to 1500 μmol m⁻¹ s⁻¹.
o Peak Emission: Blue: 453 nm, Green: 523 nm, Red: 660 nm, White: Nominally at a 4000 K color temperature.
o Gas Exchange Measurements: Precise control of leaf chamber CO2 concentrations to prevent alterations to the carbon assimilation rate caused by changing CO2 concentrations.
o Vapor Pressure Difference (VPD) Control: Constant control of leaf VPD during light-driven changes in stomatal conductance.
o Flow Rate Control: Precise maintenance of the flow rate to prevent flow from confounding the calculated carbon assimilation rate.
o Quantum Efficiency: Measures the gross carbon assimilation response to absorbed light
(Qabs), providing a measure of quantum efficiency.
o Multiphase Flash Fluorometer: Provides highly uniform light output, configurable modulation rate, signal-to-noise optimization, and flash intensity up to 16,000 µmol m⁻² s⁻¹.
o High-Frequency Fluorometer: Capable of modulating the measuring light at frequencies up to 250 kHz, allowing for full characterization of fluorescence induction transients with high resolution.
o System will also have power supply and cables and rechargeable batteries, battery charger o CO2 cylinders (8 grams) and soda lime filters
B: Fluorometer and Aquatic Chamber
• Functions of the fluorometer and Aquatic chamber shall be controlled by the portable photosynthesis system.
• Item shall be configured and able to measure steady-state carbon assimilation and chlorophyll fluorescence from fresh and saltwater aquatic plants as well as respiration from aquatic insects
• System shall have the capacity to take measurements on samples that must remain immersed in water or surrounded by humid air.
C: Aquatic Chamber Adapter
• System shall have an adapter kit for the development of chambers for samples too large to fit into the standard chamber.
• System shall be compatible with Fluorometer and aquatic chamber.
D: Lighted large leaf/Conifer chamber
• System shall have an adapter kit for use on plants with large leaves and needle-like structures and will include appropriate large light source.
• System must have sufficient flow rates to accurately measure respiration and photosynthesis over a large leaf area
• System shall be compatible with the portable photosynthesis system and all accompanying software
E: Insect Respiration Chamber
• System shall include an insect respiration chamber with the ability to measure CO2 respiration rates from individual insects, groups of insects, and fruits.
• System must be able to accurately and properly condition air entering the chamber to allow for precise respiration measurements
