The specification requires the contractor to deliver two complete, identical, trailer-mounted diesel-powered mobile air compressors that are latest-model, commercially available standard offerings. Each unit must feature a single-stage rotary screw air compressor with 400 CFM free air delivery at 150 PSI working pressure, powered by a liquid-cooled 4-cylinder turbocharged diesel engine meeting T4F emissions regulations without regeneration or diesel particulate filters. Required integrated components include a cold weather package (block heater and synthetic oils rated to -13°F), double-walled fuel tank with 110% spill containment, control system with operator display, hose reel, battery disconnect switch, aftercooler, air/water separator, filter assembly, and full weather/UV-resistant sound-dampened enclosure limiting maximum sound to 80 dB at 23 feet. The trailer must be heavy-duty single-axle with 15-inch wheels, equipped with integrated forklift slots or lifting points, with maximum wet weight of 6,000 pounds and overall dimensions not exceeding 175 inches long × 75 inches wide × 85 inches high. All materials must conform to the Buy American Act and applicable NEC and ASME standards. The contractor must submit manufacturer's product data sheets with quotes, provide two hard copies and one PDF electronic copy of comprehensive Operation and Maintenance Manuals including technical cutsheets, as-built drawings, and parts lists. Delivery FOB Destination to McNary Lock and Dam, Umatilla, Oregon is required within six months of contract award, during normal business hours (Monday-Thursday, 7:00 AM to 4:00 PM), with no Federal holiday deliveries. Each unit includes a minimum one-year manufacturer warranty covering all parts, labor, and workmanship from factory defects.
