About this file

This document outlines the technical requirements for a virtual fencing solution for cattle ranching. The solution is comprised of GPS-enabled collars worn by animals and a web-based application to manage the collars. Key requirements include supporting operations in remote areas with cellular coverage, providing adjustable and humane collars that can implement multiple virtual fence lines, and enabling features like rotational grazing, riparian area protection, animal tracking, and data visualization. The web application must enable management of multiple animal groups across locations and ensure data security and privacy. This technical specification is related to the federal contract opportunity for a "Tallgrass Prairie Virtual Fence" solicitation issued by the Department of Agriculture Forest Service.

Technical Requirements for Virtual Fencing Solution Background:

This specification is for a virtual fencing solution for cattle ranching in areas with cell coverage. It is envisioned that the virtual fencing solution is comprised of an animal-worn GPS-enabled collar and a web-based application to enable management of collars.

This specification is for a Cattle Collar and Herd Managing web application. Cattle Collars would connect with GPS satellites and with cellular networks and backhaul communications to cloud-based web services. This system will never connect to the Forest Service or Government system IT system, system will only connect to the collars which the ranchers will only ones that have access to the data from the collars.

Technical Requirements:

Environment and Requirements o The virtual fence solution shall support operations in remote areas where commercial cellular networks are available.

o The virtual fence solution shall provide collars that connected with the web-based application enable command, control, and monitoring of collars.

• Virtual Fence Collar o The virtual fence collar shall support adjustable fitment to a variety of animal sizes.

o The virtual fence collar shall support humane stimulus to manage animals.

o The virtual fence collar shall support both auditory and electronic stimulus to manage animals.

o The virtual fence collar shall support simultaneous implementation of multiple virtual fence lines.

o The virtual fence collar shall support scheduling of virtual fence operation.

• Virtual Fence Application o The virtual fence solution shall provide an application or webpage for operation of the solution.

o The virtual fence application shall enable management of multiple groups of animals across multiple property locations.

o The virtual fence application shall provide for data security and data privacy.

• Virtual Fence Solution o The virtual fence end-2-end solution shall enable rotational grazing.

o The virtual fence end-2-end solution shall enable riparian area protection.

o The virtual fence end-2-end solution shall enable animal tracking.

o The virtual fence end-2-end solution shall enable visualization and analysis of animal grazing.

• The hardware or network will not connect to the Government system
