About this file
This document contains technical questions and answers for a Florida Department of Transportation (FDOT) District Seven procurement for Walk-in Arterial Dynamic Message Signs (DMS). The signs are to be delivered to TransCore at 6021 Orient Road in Tampa, FL 33610, where they will replace existing signs that already have power and fiber connections. The communications will utilize FDOT District 7's existing Intelligent Transportation System (ITS) Fiber Network, and FDOT will handle all necessary permits.
The bid is open to any DMS vendor that meets specifications and is approved on the FDOT APL. TransCore will handle unloading at their facility with advance delivery notification. The specifications call for a 96x288 matrix display with specific weight and dimensional requirements, which take precedence over the MUTCD Specification 2L.04.07 character requirements. The DMS must be capable of displaying three lines of 20 characters each using 18-inch font.

2) Question: Any near outlet station or room where power will be supplied to the sign.
Answer: These signs are to replace existing signs which already have power and fiber connections at each location.
3) Question: Type of signal. Wireless cell phone antenna will work?
Answer: No, communications will use the existing Florida Department of Transportation (FDOT) District 7 Intelligent Transportation System (ITS) Fiber Network.
4) Question: Do you have plans?
Answer: No, there are no plans.
5) Question: How is the process of permits on this scenario? Thru the municipality, county, FDOT, etcetera?
Answer: FDOT will process the permits.
6) Question: Is this bid open to any DMS vendor that meets the specifications and is approved on the FDOT APL?
Answer: Yes, that is correct.
7) Question: Exhibit A, V. Delivery and Location; “Shipping, handling and unloading shall be included as part of the bid price.” Typically, the installer unloads and handles the equipment for a variety of reasons. Please confirm if the bidder should include adequate manpower and equipment to unload, or if this scope can be covered by the purchaser or installer.
Answer: TransCore can unload at their facility with advanced notification of delivery.
8) Question: Section II.G.4, in the DMS specifications, states the DMS shall have a display area that can display three lines of 20 characters each, using 18-inch (”) font that meets the height to width ratio and character spacing in the Manual on Uniform
Traffic Control Devices (MUTCD) Section 2L.04, paragraphs 07, 08, and 09. These character requirements would require a much larger DMS than the 96x288 matrix and physical weight and dimensions stated in the specifications. Can you please confirm if the character requirements should be followed, or if we should proceed with the required model, matrix size, weight, and dimensions as specified?
Answer: The MUTCD Specification 2L.04.07 states that a display area should be limited to no more than three lines of 20 characters per line. The ITB specification was specifically written to replace existing signs and should proceed with the required model, matrix size, weight, and dimensions as specified.
