TECHNICAL QUESTIONS AND ANSWERS

DOT-RFP-22-7022-LV

DISTRICT-WIDE GOPHER TORTOISE SUPPORT SERVIES

Question 1: Item 5 of Section III, Minimum Qualifications of Staff (page A-2) of the request for proposal (RFP) states “at least one of these [core] staff shall also have a current, valid Authorized Gopher Tortoise Agent permit allowing that staff to perform “Collection of Blood Samples.”

Collection of blood samples for Upper Respiratory Tract Disease (URTD) testing is rarely required and very few FWC Authorized Agents hold this certification. Currently only two Florida Fish and Wildlife Conservation Commission (FWC) Authorized Agents hold this certification, and both are located in north Florida.

Can a person other than an Authorized Agent such as veterinarian or similarly qualified perform this activity?

Answer: The requirement for at least one Authorized Gopher Tortoise Agent of the core team to be permitted to perform “Collection of Blood Samples” has been removed. If needed, URTD testing, including collection of blood samples, will be performed as directed by FWC and reimbursed to the vendor at cost. See Addendum 1.
