About this file
This document outlines technical evaluation rating criteria for a solicitation from the Federal Emergency Management Agency Region 9 seeking armed guard services. The solicitation identifies three ratings - high confidence, some confidence, and low confidence - and describes what each rating indicates in terms of the government's view of an offeror's understanding of requirements, proposed approach, and likelihood of successful performance. A high confidence rating signifies an excellent understanding of requirements and a significantly exceeding approach with very low risk. A some confidence rating represents an understanding meeting standards and an acceptable solution with moderate risk. A low confidence rating corresponds to a shallow understanding only marginally meeting standards and a high risk of unsuccessful performance.
