Technical Correction to HUD’s Fiscal Year 2013 Resident Opportunity and Self-Sufficiency (ROSS) – Service Coordinators Program

Action: Technical Correction to HUD’s Fiscal Year 2013 Resident Opportunity and Self-

Sufficiency (ROSS) – Service Coordinators Program NOFA.

Catalogue of Federal Domestic Assistance (CFDA) Number: 14.870.

Summary: On January 2, 2013, HUD published the ROSS NOFA and provided a deadline date of February 19, 2013. At the time of the NOFA’s publication, HUD informed applicants that the due date could change since full-year appropriations to fund this program were pending. Due to the fact that HUD has not received appropriations at this time, HUD is extending the application deadline until Tuesday, April 30, 2013. This new deadline date allows 34 calendar days after the March 27, 2013, expiration of the six-month continuing resolution (H.J. Res. 117) under which HUD is currently funded. An additional technical correction will be issued to specify how much funding is available for this program. An extension to the April 30, 2013, deadline may also be necessary.

Applicants who submitted their applications to meet the February 19, 2013, deadline do not have to resubmit their applications. Similarly, applicants who submit their applications to meet the new deadline will not have to resubmit their applications in the event the deadline must change again.

HUD is also clarifying language regarding eligibility of Site-Based Resident Associations with prior ROSS funding. The new language makes clear that any Site-Based Resident Association with ROSS funding from fiscal year 2009 or before may apply for new funding under this 2013

ROSS NOFA. Please refer to “Supplemental Information” below.

SUPPLEMENTAL INFORMATION:

A. Application deadline: The application deadline is 11:59:59 eastern time on Tuesday, April 30, 2013. Applications must be received by Grants.gov no later than 11:59:59 p.m.

eastern time on the application deadline date. Applications submitted to Grants.gov go mailto:Dina.Lehmann-Kim@hud.gov through a validation process before they are accepted by the Grants.gov system. Please allow time for this process to ensure that you meet the timely receipt requirements. Please see the FY2013 General Section for instructions for timely receipt, including actions to take if the application is rejected. Applicants should carefully read the section titled

“APPLICATION and SUBMISSION INFORMATION” in the FY2013 General Section for electronic application submission and receipt requirements.

Waiver of Electronic Application Requirement. Applications under this NOFA must be received electronically through the Federal website Grants.gov, unless a waiver of this requirement is granted in accordance with the following instructions: Applicants requesting a waiver should submit their waiver requests in writing using mail or email.

Waiver requests must be postmarked (or for email, dated) no later than 15 days prior to the application deadline date and must be submitted to: Dina Lehmann-Kim, 451 Seventh

Paper applications will not be accepted from applicants that have not been granted a waiver. If an applicant is granted a waiver, the approval notice will provide instructions for submission. All applications in paper format must have received a waiver to the electronic application requirement and the application must be received by HUD in accordance with the guidance contained in the notification approving the waiver.

The waiver approval will identify where to submit the application and deadline time.

B. Clarifications Regarding Eligibility of Resident Associations with Prior ROSS

Funding.

Section I.B.3.“Site-Based Resident Associations,” (p. 5) is corrected to read as follows:

3. Site-Based Resident Association Applicants. Site-based resident association applicants may apply for one coordinator each, provided that the minimum number of units will be served. A Site-Based Resident Council that was funded in fiscal year

2010 may apply to renew its 2010 grant, not for a new grant. A Site-Based Resident

Council that received funding from fiscal year 2009 or before may apply for new funding. A Site-Based Resident Council that was funded in 2011 or 2012 may not apply for funding under this 2013 ROSS NOFA. A maximum of three site-based

Resident Associations serving any one PHA will be funded through this NOFA. If more than three are deemed eligible for the lottery, the first three chosen will be funded. The remaining applications will NOT be put into the general lotteries.

Section I.C.10 “New Funding,” (p. 9) is corrected to read as follows:

10. New Funding. Funding to serve PHAs/tribes/TDHEs that are not currently being served by an open ROSS-SC grant. Site-Based Resident Associations that have never received funding from prior ROSS-SC grants will be eligible to apply for new funding under this NOFA. Similarly, Site-Based Resident Associations that received funding in

2009 or before may also apply for new funding. NOTE: Nonprofits may apply to serve a

PHA/Tribe that is a current recipient of ROSS-SC funding provided that the projects to be served are not those being served by the existing ROSS-SC funding. These applicants will be placed in the 3rd lottery category. PHAs/Tribes/TDHEs that are not renewal applicants but do have an existing ROSS grant (for example from 2011) may also apply for new funding if they propose to serve developments that are currently not being served with ROSS-SC funding. These applicants will also be placed in the 3rd lottery category.

Section III.A.1. “Eligible Applicants” (p. 13) is corrected to read as follows:

1. Eligible applicants are PHAs, tribes/TDHEs, RAs, and tax-exempt nonprofit organizations supported by PHAs, tribes/TDHEs or RAs. In general, prior ROSS-SC

Grantees are eligible to apply for 2013 funding. However, new (not renewal) applicants wishing to serve PHAs that are currently being served by prior ROSS-SC grant will receive lower status in the lottery than new applicants to serve PHAs that are not being served by prior ROSS-SC funding. New funding will not be granted to serve projects that are currently being served with funding from prior ROSS-SC grants. A Site-Based

Resident Council that was funded in fiscal year 2010 may apply to renew its 2010 grant, not for a new grant. A Site-Based Resident Council that received funding from fiscal year 2009 or before may apply for new funding. A Site-Based Resident Council that was funded in 2011 or 2012 may not apply for funding under this 2013 ROSS NOFA. A maximum of three site-based Resident Associations serving any one PHA will be funded through this NOFA.

Section V.B.2(a) New Applicants (p. 37):

The following sentence under Section V.B.2(a) is deleted:

“Site-Based Resident Associations that were funded in prior ROSS-SC competitions may not receive new funding under this NOFA; they may only apply for renewal funding.”

The following clarifying sentences are inserted in its place:

“A Site-Based Resident Council that received funding from fiscal year 2009 or before may apply for new funding. A Site-Based Resident Council that was funded in fiscal year 2010 may apply to renew its 2010 grant, not for a new grant. A Site-

Based Resident Council that was funded in 2011 or 2012 may not apply for funding under this 2013 ROSS NOFA. ”
