About this file

This is a Technical Capability/Contractor Responsibility Certification Statement for federal contract N4215826Q0020 requiring vendors to certify compliance with specified equipment requirements.

The solicitation requires rental services for three Grade D air compressors rated at 800 cubic feet per minute (CFM) minimum at 125 PSIG and three regenerative air dryer units with a minimum capacity of 930 CFM at 125 PSIG. Air compressors must be oil-free with rotary screw design (oil-flooded designs with separators are explicitly not acceptable), deliver Grade D air per CGA G-7.1 or ISO 8573-1 Class 0 standards, include electric-type moisture separators, utilize fixed-speed design (variable speed designs are not acceptable), and operate on 460V, 3-phase, 60Hz power capable of running on 400-amp circuit breakers. Compressors must support continuous 24/7 operation with fully automatic controls requiring operator monitoring no more than once daily. All components must be weather-resistant to NEMA Type 4 standards, include whip-check devices, and feature 2" NPT discharge connections. Equipment must comply with OSHA and ASME Boiler and Pressure Vessel Code standards, include intact wire-sealed relief valves, calibrated pressure gauges, lugged and color-coded power cable fittings, forklift-accessible design, and overhead lifting attachments with specifications for shackle compatibility, marking requirements, and rigging diagrams.

Regenerative air dryers must provide extra-low dew points to -65 degrees Fahrenheit, self-contained operation without additional utilities, oil-free air delivery, heatless twin-tower design with hygroscopic desiccant, 110/120 VAC single-phase 60Hz power, and 24/7 operational capability with automatic controls. All dryer specifications regarding weather resistance, portability, OSHA/ASME compliance, relief valves, pressure gauges, power connections, discharge ports, and lifting attachments mirror those required for the compressors. Vendors must complete the certification form in its entirety by initialing YES or NO boxes for each specification and provide manufacturer name, part number, and model number for both equipment types.

• Air Compressor shall be electrically powered 460V, 3-phase, 60HZ and capable of starting and running on a 400-amp circuit breaker.

• Gearbox casing shall be designed to maintain a vacuum on its oil contents in order to prevent a potential of contamination of the air supply in the event of a seal failure.

• Air Compressor shall be capable of running 24 hours/day, 7days/week.

• Air Compressors shall be equipped with fully automatic switching controls, alarms, and indicators so that the compressor packages require monitoring no more than once every 24 hours by operators after start-up

• All exposed components must be weather resistant. All components must meet or exceed NEMA Type 4 for outdoor use.

• Whip-check devices shall be supplied with compressor.

• Air Compressor shall be a complete system.

• The Air Compressors shall be free standing and must have forklift slots (capable of being moved with a forklift).

• The air compressors shall comply with the applicable OSHA regulations.

• The air compressors shall comply with the applicable ASME Boiler and Pressure Vessel Code.

• Relief valves shall have intact wire seals on their adjustment caps and shall bear tags indicating the set point, testing activity and test date.

• Pressure gauges shall be in calibration to manufacturer standards and shall bear labels showing calibration which will not expire during the contract period

• Power cable end fittings will be lugged and color coded to indicate proper phasing.

• Discharge shall be 2" NPT. (If unit is not equipped with 2” Male NPT Outlet connection, contractor to provide adapters as required to provide 2” Male NPT outlet connection on the unit.)

• The equipment shall be outfitted with suitable attachments for overhead lifting

• Each lifting attachment shall be designed to accept a standard anchor shackle (Federal Specification RR-C-271D, type IVA) which is capable of supporting one half the gross weight of the equipment.

• Design of the lifting attachments shall be such that the shackles are not side loaded.

• Each lifting attachment shall be conspicuously marked in a contrasting color “Lift Here”. Letters shall have a minimum height of 1”.

• The equipment shall be marked in a prominent location with the gross weight. Marking shall be upper case letters of a contrasting color, with a minimum height of 1”. Marking shall include the units (i.e. “pounds”, “long tons”, etc.).

• The equipment shall be provided with a lifting sketch / rigging diagram.

• The lifting sketch shall detail any specific requirements and / or configurations that must be met prior to lifting (i.e. “engage swing lock”, “Tilt mast back fully”, “Rotate lifting basket over side”, “Utilize 10’ minimum length slings”, “Spreader beam required”, etc.).
