Technical Evaluation Criteria Transportation Services for Individuals with Disabilities The following criteria will be used in the technical evaluation of proposals that comply with the minimum requirements:
a. Technical Understanding The proposal should reflect a good understanding of the scope, complexity, and requirements associated with the project described in the Statement of Work.
The proposal should be specific, detailed, and complete enough to clearly and thoroughly demonstrate that the offeror understands and can respond to the intent of the Scope of Work. Proposals that merely restate terms of the Statement of Work, promising to carry out requested activities and furnish requested deliverables without providing substantive descriptions of anticipated approaches to the work-- will be downgraded.
B. Personnel
CMS will review the proposal with respect to relevant background, experience, certifications, and accomplishments of key staff, including the project director, staff to be assigned to the contract, and those involved with quality assurance and oversight of the contractors performing work under this contract. Resumes for those responsible for project management of the contract must be provided.
C. Management Approach
Proposals will be assessed on ability and existing mechanisms the offeror uses to provide guidance, training, leadership, and oversight to its subcontractors and staff assigned to this contract. This includes quality assurance mechanisms.
D. Cost
The proposal will be reviewed with respect to the offeror’s proposed cost to meet the terms of the Statement of Work.
