About this file
This document is a Request for Response (RFR) issued by the Massachusetts Department of Developmental Services (DDS) seeking proposals from technical schools in the Commonwealth that offer full-time Licensed Practical Nurse (LPN) certificate programs. DDS is looking to partner with these schools to encourage and support DDS employees in obtaining their LPN certificates. The RFR outlines that DDS will make direct payments of up to $20,000 per employee for tuition, fees, and related school expenses for DDS employees who enroll in the technical schools' LPN certificate programs. This is a rolling enrollment RFR, and technical schools can continue to submit proposals until January 31, 2028. The contract resulting from this RFR will have an initial term of up to 5 years, ending on June 30, 2028.
The RFR states that this is a fee-for-service contract and will not have a maximum obligation amount. DDS reserves the right to expand program availability beyond the initial 25 DDS employees per academic year. Payment will be made via electronic funds transfer, and technical schools will be required to submit invoices with specific details. DDS will evaluate the yearly payment limit and communicate any changes separately to the qualified providers.
