Part A
Instructions to Fillers
A.1. GENERAL INSTRUCTIONS: All prices in Parts B.1 through B.5 are fixed for the lifetime of the contract. Any price changes must be requested to the ACO directly. COR cannot see such petition until is approved by the ACO.
If the ACO agrees to the price changes, a Contract Modification will be prepared and approved. Any price adjustments should not increase the total price of the contract.
Calculations in this Attachment will be done in reverse order, starting with Part B.5, continuing with Part B.4, to end with Part B.1.
Part B.1 of this Attachment will be directly transferred into Part B.1 of the Contract. All other parts of this attachment will be kept for reference information in future task order price negotiations.
A.2. BASIC INSTRUCTIONS TO FILL OUT THE DIFFERENT PARTS:
A.2.1 Instructions to Fill-out Part B.5 – Specialized Vehicles/Equipment Rental Rate Charges Worksheet: The values in this Part should be use in calculations of other Parts, as needed.
Enter prices for Base Contract Year in Column “D”. Use prices for calendar year 2020. Those prices must include mobilization/demobilization, connection set-up/disconnection, operator wages & benefits (if rented with operator as part of the transaction), fuel & re-fueling, lubrication, clean-up, insurances, taxes and any other related charges. All prices must be rounded to the nearest whole dollar amount.
Enter Expected Average Inflation Rate, as a percentage, in the corresponding cells of Row “4”. The Expected Average Inflation Rate should be reasonable and does not exceed 8% but cannot be lower than 2%. The computer will do the necessary calculations and populate the rest of the cells automatically.
A.2.2 Instructions to Fill-out Part B.4 – Material Price List Worksheet: Follow the instructions to fill-out Part B.5, adjusted as needed. The prices must include hauling (as applicable), additional hardware required for set-up and/or installation (such as hangers, clips and others), guarantees, taxes and any other related charges. All prices must be rounded to the nearest whole dollar amount. The use of other materials not listed here needs ACO prior approval.
A.2.3 Instructions to Fill-out Part B.3 – Basic Rates and Unit Prices: First, fill-out Worksheet B.3.1 – Percentage Rates in Contract, with all the applicable percentage rates required. Electronic Copy fillers will notice that Row "4" of Worksheet B.4.1 will automatically populate Row "4" of this Worksheet. Also, Row "4" of Worksheet B.5.1 will automatically populate Row "5" of this. All other values in blank have to be fill-out by Contractor. These rates will be used during the lifetime of the Contract and will be used for other calculations in Parts B.1, B.2 and B.3.
Proceed to fill-out Worksheet B.3.2 – Regular Basic Hourly Wages without Additional Payroll Costs. Electronic copy fillers will input in Column "D", the hourly wages for each position in year 2020 dollars. Do not include any fringe benefits nor other payroll costs. Increases for the other 4 Contract Years will be automatically calculated using the rates listed in Worksheet B.3.1 Row "5".
Filling-out Worksheet B.3.3 – Regular Basic Hourly Labor Rates Including Fringe Benefits and Additional Payroll Costs. No need to do anything; fillers will see this Worksheet been automatically populated using the information listed in Worksheets B.3.1 and B.3.2, and the formulas included in the cells of Worksheet B.3.3.
Electronically filling-out Worksheet B.3.4 – Contractor-owned Vehicles Hourly Use Rate Charges: Input in Column "D": Rows "51", "52", "53", "55", "57", "59", "61", "63", "65", "67", and Row "51": Columns "E", "F", "G" & "H", the requested information. The computer will fill-out all other cells. All inputs should be rounded to the nearest whole number amount.
For fillers of Electronic Worksheet B.3.5 – Contractor-owned Tools & Equipment Hourly Use Rate Charges: Input in Column "D": Rows "71" through "74", "76" through "79", "81" through "83", "85" through "87" and "89" through "93", the requested information. The computer will fill-out all other cells. All inputs should be rounded to the nearest whole number amount.
A.2.4 Instructions to Fill-out Part B.2 – Contract CLINs and Sub-CLINs Calculations: Electronic fillers do nothing. The computer will transfer the necessary values from the results in Part B.3 – Basic Rates and Unit Prices and complete the remaining calculations.
Do not change the quantities shown. Those numbers are based on Government experience and are part of the basis for the Contract calculations and negotiations. ACO has the power and authority to adjust those quantities in the future.
A.2.5 Instructions to Fill-out Part B.1 – Contract CLINs and Sub-CLINs Charges: Electronic fillers only fill-out the company and personal information, the dates and signatures on the signing sheet (last page of this part). The computer will transfer the necessary values from the results in Part B.2 – CLINs and Sub-CLINs Calculations.
Do not change the quantities shown. Those numbers are based on Government experience and are part of the basis for the Contract calculations and negotiations. ACO has the power and authority to adjust those quantities in the future.
