MEMORANDUM FOR: Small Business Set Aside Prospective Offerors

FROM: AFLCMC/HNAK

5 Eglin Street, Building 1624 Hanscom AFB, MA 01731-2100

SUBJECT: Request for Quote (RFQ) for Procurement and Implementation of HNAE TDN Lab Refresh Tactical Radio Application eXtension TRAX

1. The United States Government (USG) requests you submit a proposal to provide HNAE TDN Lab Refresh Tactical Radio Application eXtension TRAX in support of the HNA/HNAE Programs and Projects.

2. Your quote must be presented within the Government List of Materials format (Microsoft Excel) and no substitutions shall be accepted. If your quote is not submitted in the Government List of Materials format it will be determined technically unacceptable. The Offeror shall complete and return a signed Solicitation, FA2291-25-Q-B004 (Attachment 1). Please note including additional terms and conditions will make your proposal unawardable.

3. Brand name items are required; no substitutions are authorized. Offerors are required to submit an offer against all the line items listed within the List of Materials. If the Offeror believes the requirements in the List of Materials contain an error, omission, or require revision for some other reason (e.g., part number “roll”), the Offeror shall notify the Contracting Officer, in writing with supporting rationale within three (3) days of receipt of this RFQ.

The Government will evaluate Technical Acceptability for each individual line item within the Offeror’s quote to determine whether it is the same as the requested item. Non-conformance with these instructions may result in rejection of your quote.

4. Offerors are only permitted to submit one (1) quote. Alternate quotes will not be evaluated.

5. The quote shall be valid for sixty (60). The Offeror shall note this on the quote. The Offeror is reminded that the Government reserves the right to award this effort based on the initial quote, as received without questions.

6. If during the evaluation period, it is determined to be in the best interest of the Government to have questions with an Offeror, the Offeror will be notified by the Procurement Contracting Officer (PCO). The purpose of the questions may be to correct minor and deficiencies or gain an understanding of aspects of a quote. The Government will consider the correction potential of quotes in determining the content and extent of questions and Offerors with whom questions will be conducted.

7. Vendors interested in this RFQ shall submit to AFLCMC/HNAK PCO an assessment of potential or actual Organizational Conflict of Interest (OCI) issues, if any, as related to this RFQ. OCI issues include but may not be limited to, the inability to render impartial assistance or advice to the Government, the ability to objectively perform contract work, or the unfair competitive advantage created by current or previous contractual efforts with the Government. A mitigation plan for any identified OCI shall be included. Prior to award, the PCO will review the submitted mitigation plan and make a determination as to whether the plan adequately meets the issue and provides adequate protection to both the company and the Government.

8. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an Offeror for any costs.

9. Questions regarding the RFQ from potential Offerors should be submitted no later than 1200 hours Eastern Time, 16 May 2025 by email. Your electronic quote shall be submitted via email to contract specialist Aidan Nugent at aidan.nugent@us.af.mil, contract specialist Jonathan Principe at jonathan.principe@us.af.mil, and Contracting Officer Capt. Alexandra Hutchinson at alexandra.hutchinson@us.af.mil. All quotes are due by 5:00 P.M. EST on 27th May 2025.
