About this file
This document is a Sole Source Justification and Approval under FAR 13.501 for the acquisition of one (1) 5 Load Cell Universal Test System with Liquid Nitrogen Cooled Environmental Chamber. The Technology Development Directorate of the Aviation & Missile Center (AvMC), Combat Capabilities Development Command (DEVCOM) at Redstone Arsenal, Alabama is the contracting activity. The justification cites the statutory authority of 41 U.S.C. 1901 for using simplified procedures for the acquisition of commercial items under FAR 13.5, as Instron is the sole manufacturer of the required testing instruments, accessories, and software. The government projects award in September 2024 on a firm-fixed price contract. No competitive alternatives were found feasible based on the specialized nature of the required equipment and Instron's exclusive manufacturing and engineering support capabilities.
