About this file
This is an industry practice comparison survey designed to assess whether isolated phase bus (IPB) and duct inspection and maintenance services should be classified as commercial items and to gather market intelligence on industry standards and practices.
The U.S. Army Corps of Engineers Portland District is conducting market research for a sources sought announcement (W9127N26SS070) regarding condition assessment testing of 22 IPB systems at The Dalles Dam in Oregon. The survey requests that contractors compare 11 specific government contract requirements against their standard commercial project practices, including online testing and inspections during specified work windows, external visual inspections with infrared thermal imaging and electromagnetic interference diagnostics, random spot-check inspections by a Contracting Officer's Representative, project coordination notification requirements, site safety and health officer qualifications per EM 385-1-1 Level 2 standards, contractor quality control manager presence and certification requirements, NETA Level 4 technician credentials for electrical testing, Level II infrared thermography certification, and asbestos abatement and disposal planning. Contractors must indicate whether each requirement falls below, at, or exceeds commercial practice standards. Responses are due by December 1, 2025, to Nicholas.E. Weaver@usace.army.mil and Cory.r.pfenning@usace.army.mil and will be used solely for commercial item determination and market research purposes without affecting bidding eligibility.

Industry Practice Comparison Survey
Does your company perform similar isophase bus and duct services for both commercial and government clients? ☐ Yes ☐ No
Please answer the following survey questions with brief, clear, and honest responses based on your expertise and experience. Your feedback will help us determine the best way to classify and acquire the crane drum repair and maintenance work.
1. Based on the scope of work, do you consider this requirement primarily:
· Construction (involving physical alteration and installation of equipment)?
· Commercial service (maintenance and repair of existing equipment)?
2. What NAICS codes best align with performing this type of repair and maintenance work for your organization?
3. What typical contract types and acquisition approaches have you seen, or applied, to similar isophase bus and duct testing projects?
4. Are there specialized certifications, qualifications, or compliance standards you would require or recommend?
5. Any suggestions or best practices for structuring contract requirements to address safety, quality, and timely restoration?
Instructions: For each requirement below, please indicate whether it is BELOW, AT, or EXCEEDS the level of documentation, oversight, or testing you typically encounter in commercial (non-government) projects of similar scope and complexity.
REQUIREMENT COMPARISON
1. Online Testing and Inspections
Requirement: Provide all technical expertise, labor, equipment, supervision, and incidentals required to perform online condition assessment testing of the 22 IPB systems while carrying near-rated current. All online work will be coordinated with facility outages and must occur during PWS identified work windows.
In commercial projects, working during specified work windows only is:
☐ Below commercial practice (more detail typically required) ☐ At commercial practice (comparable to what we normally provide) ☐ Exceeds commercial practice (more detail than normally required)
2. Online Testing and Inspections, Specifications
Requirement: Conduct external visual inspections of accessible IPB components, conduct infrared (IR) thermal imaging, conduct electromagnetic interference (EMI) diagnostics, and document all online test results, as part of the Assessment Report, including thermographic images, EMI data, and visual inspection findings with location references to specific IPB sections.
In commercial projects, this level of inspections and documentation are:
☐ Below commercial practice (more engineering documentation typically required) ☐ At commercial practice (comparable to what we normally provide) ☐ Exceeds commercial practice (PE stamps not typically required for similar work)
3. Methods of Surveillance and Verification
Requirement: Random Inspections: The COR may employ unannounced “spot check” inspection and evaluation of services performed. Inspections will be conducted on an unannounced basis during onsite Contract work and may be adjusted, based on quality trends.
In commercial projects, providing this level of surveillance and inspection is:
☐ Below commercial practice (more PE documentation typically required) ☐ At commercial practice (comparable to what we normally provide) ☐ Exceeds commercial practice (license documentation not typically required)
4. Project Coordination
Requirement: Notify the COR at least 2 workdays, excluding weekends, prior to start of work under each task and within 2 workdays of completion of work of each task.
In commercial projects, requiring COR notice 2 days before start days and within 2 workdays of completion of work of each task is:
☐ Below commercial practice (more approval checkpoints typically required) ☐ At commercial practice (comparable to normal customer oversight) ☐ Exceeds commercial practice (more approval steps than normally required)
5. Site Safety and Health Officer (SSHO)
Requirement: The Prime Contractor must employ a minimum of one SSHO who will be at the project to implement and administer the Contractor’s safety program. The SSHO will be located to have full mobility and reasonable access to all major work operations during the shift and if off-site for a period longer than 24 hours, an alternate SSHO must be provided for same roles and responsibilities.
In commercial projects, this level of requirement for an SSHO is:
☐ Below commercial practice (more transportation documentation typically required) ☐ At commercial practice (comparable to what we normally provide) ☐ Exceeds commercial practice (more detail than normally required)
6. Site Safety and Health Officer (SSHO)
Requirement: The SSHO’s training, experience, and qualifications must be as required by EM 385-1-1, paragraph 2-3(b), entitled Level 2 SSHO. Provide the names of qualified SSHOs, proof of their OHSA 30-hour training card, and proof of employment history to the COR as part of required Accident Prevention Plan.
In commercial projects, these requirements of the SSHO is:
☐ Below commercial practice (more testing typically required) ☐ At commercial practice (comparable to our normal testing) ☐ Exceeds commercial practice (more tests than normally performed)
7. Contractor Quality Control Manager (CQCM)
Requirement: The Contractor Quality Control Manager (CQCM) is responsible for overall management of Contractor Quality Control (CQC) including stoppage of work and removal of noncomplying work. The CQCM must always be on site during performance of work, including during the work of any Sub-Contractors.
In commercial projects, requiring a CQCM to always be on site during performance of work is:
☐ Below commercial practice (more testing iterations typically required) ☐ At commercial practice (comparable to normal acceptance criteria) ☐ Exceeds commercial practice (more iterations than normally required)
8. Contractor Quality Control Manager (CQCM)
Requirement: The CQCM must have CQM certificate and two years of experience in a similar position as a Contractor Quality Manager. Submit name of CQCM, certification documentation, and work experience documentation to COR as part of required Quality Control Plan.
In commercial projects, this level of CQCM documentation is:
☐ Below commercial practice (more planning documentation typically required) ☐ At commercial practice (comparable to what we normally provide) ☐ Exceeds commercial practice (more detail than normally required)
9. Testing Personnel
Requirement: Technicians performing electrical tests and inspections must show credentials that they are NETA Level 4: Certified Senior Technicians and submit Level 4 certification documentation in the Test Plan.
In commercial projects for isophase bus testing, this certification level is:
☐ Below commercial practice (more advance notice typically required) ☐ At commercial practice (comparable to normal scheduling coordination) ☐ Exceeds commercial practice (more advance notice than normally required)
