This document is a Justification and Approval (J&A) for Other Than Full and Open Competition under FAR Part 6. The U.S. Air Force 59th Medical Wing (59 MDW) Science and Technology (S&T) Office requires a 12-month, firm-fixed-price, non-commercial sole source bridge contract with incumbent contractor ABSS Solutions, Inc. Justification and Approval for Other than Full and Open Competition – FAR Part 6

1. Contracting Activity: U.S. Medical Research Acquisition Activity (USAMRAA), 808 Schreider Street, Fort Detrick, MD 21702-5014

2. Description of Action: The United States Air Force (USAF) 59th Medical Wing (59 MDW), Science and Technology (S&T) Office located at Joint Base San Antonio – Lackland Air Force Base, Texas requests a 12-month, firm fixed price, non-commercial sole source bridge contract with ABSS Solutions, Inc. (ASI). This will include a 12-month base period with an estimated period of performance of 26 September 2024 – 25 September 2025.

3. Description of Supplies/Services: The USAF 59 MDW S&T Office requires technical and professional support services for the 59 MDW S&T Office Technical Clinical Research Team (TCRT), in support of the Defense Health Agency (DHA), Headquarters United States Air Force Surgeon General and United States Space Force Surgeon General. These services include clinical and translational research activities in all capacities for developing research execution plans and protocols. In addition, the contractor shall provide consultation, support, and/or execution services on all aspects of the Research and Development process from concept development through Food and Drug Administration (FDA) approval and market/field introduction. Travel and other direct costs will be reimbursed at cost only. The estimated total value is

. Pricing for a potential contract in accordance with Federal Acquisition Regulation (FAR) clause 52.217-8 will not be solicited nor evaluated.

5. Reason for Authority Cited: As the incumbent contractor, ASI is the only capable source poised to provide continuity of services until a competitive, follow-on acquisition can be completed. ASI has an intimate understanding of the 59 MDW TCRT research projects, processes, procedures, and operations to allow for current and new research projects to continue without interruption or delay. Award to any other contractor will result in unacceptable delays and mission disruption, including a potential lengthy lapse in service, that will adversely impact research project schedules by an estimated four months as a new contractor transitions in and gains familiarity with the 59 MDW S&T research projects and operations.

6. Efforts to Obtain Competition: ASI is the only source that can provide continuity of services while the follow-on competitive acquisition process is completed. Award to any other source would result in significant delays and a lengthy lapse in service. Therefore, there will be no efforts to obtain competition for this bridge contract. A Notice of Intent to Sole Source was posted to SAM.gov on 23 July 2024 in accordance with FAR 5.201.

No responses have been received to date.

a. Effective competition. No effective competition is anticipated, as ASI is the only source capable of providing continuity of services without significant delays.

Actions will be taken to publicize and conduct this competitive acquisition process to promote effective competition.

b. Subcontracting competition. No subcontracting competition is anticipated.

7. Actions to Increase Competition: ASI is the only source that can meet this requirement and ensure continuity of services until a follow-on competitive contract is awarded.
