SAFETY SUMMARY

GENERAL SAFETY NOTICES

The following general safety notices supplement the specific warnings and cautions appearing elsewhere in this manual. They are recommended precautions that must be understood and applied during operation and maintenance of the equipment covered herein. Should situations arise that are not covered in the general or spe-cific safety precautions, the commanding officer or other authority will issue orders as deemed necessary to cover the situation. No work shall be undertaken on energized equipment or circuits until approval of the commanding officer is obtained, and then only in accordance with Naval Ships’ Technical Manual (NSTM) S9086-KC-STM- 010/Chapter 300.

DO NOT REPAIR OR ADJUST ALONE

Under no circumstances shall repair or adjustment of energized equipment be attempted alone. The imme-diate presence of someone capable of rendering first aid is required. Before making adjustments, be sure to pro-tect against grounding. If possible, adjustments should be made with one hand, with the other hand free and clear of equipment. Even when power has been removed from equipment circuits, dangerous potentials may still exist due to retention of charges by capacitors. Circuits must be grounded and all capacitors discharged prior to attempting repairs. Equipment should be deenergized and properly tagged out according to the ship’s Standard Operating Procedures.

TEST EQUIPMENT

Make certain test equipment is in good condition. If a metal-cased test meter must be held, ground the case of the meter before starting measurement. Do not touch live equipment or personnel working on live equipment while holding a test meter. Do not ground any measuring devices; these devices should not be held when taking measurements.

INTERLOCKS-SAFETY DEVICES

Interlocks are provided for safety of personnel and equipment and should be used only for the purpose intended. Never tamper with or render ineffective any safety device, interlock, ground strap or similar device intended to protect operators or the equipment without specific approval of the Commanding Officer. Do not depend solely upon interlocks for protection. Whenever possible, disconnect power at the distribution source..

MOVING EQUIPMENT

Personnel shall remain clear of moving equipment. If equipment requires adjustment while in motion, a safety watch shall be posted. The safety watch shall be qualified to administer CPR, have a full view of the operations being performed, and have immediate access to controls capable of stopping equipment motion.

FIRST AID

An injury, no matter how slight, shall never go unattended. Always obtain first aid or medical attention immediately, and file an injury report in accordance with OPNAVINST 5102.1 series, subj: Mishap Investigation and Reporting.

CHAPTER 1

GENERAL INFORMATION AND SAFETY PRECAUTIONS

1-1. SAFETY PRECAUTIONS.

The Impressed Current Cathodic Protection (ICCP) system requires the use of dangerous electrical potentials which may exist when the power control is in either the ON or OFF position. All personnel operating or servic-ing this equipment should familiarize themselves with the precedingSafety Summarywhich provides additional information about warning and cautions. The following definitions are provided:

Warnings pertain to an operating or maintenance procedure, practice, condition, statement, etc., which if not strictly observed, could result in injury to or death of personnel.

Cautions refer to an operation or maintenance procedure, practice, condition, statement, etc., which if not strictly observed, could result in damage to or destruction of equipment or loss of mission effectiveness.

Notes pertain to an essential operations or maintenance procedure, precondition, or statement, which must be highlighted. Notes are included that are essential to the operation and maintenance of the equipment but constitute neither warnings nor cautions.

1-2. INTRODUCTION.

The purpose of this manual is to provide the technical information needed for the maintenance and the operation of Impressed Current Cathodic Protection (ICCP) Systems in general and, specifically, the ICCP sys-tem used onboard LCS 2 Class ships. This manual does not include design guidance for ICCP systems (see Naval Ships’ Technical Manual S9086-VF-STM-010, Chapter 633, Cathodic Protection, for system design information).

The manual does include a brief technical discussion of electrochemical theory pertaining to corrosion and how this theory applies to the ICCP system. This information is included to provide an understanding of how the sys-tem functions leading to more efficient use of the system by the operators and to simplify the location and cor-rection of system malfunctions. The manual includes detailed information on each unit comprising the ICCP sys-tem and how the units interrelate (Figure 1-1). Installation and maintenance information is also included.

This technical manual is in effect upon receipt. Extracts from this publication may be made to facilitate preparation of other Department of Defense publications. The information included in this manual is in accor-dance with military specifications MIL-M-24784/12 and Naval Ships’ Technical Manual S9086-VF-STM-010, Chapter 633, Cathodic Protection.

Navy practice is to provide impressed current systems for ships’ underwater hull protection where the demand for cathodic protection current is large and variable. Where velocity effects or similar factors that cause chang-ing electrical current requirements are not present, as in the interior of a tank, sacrificial anodes may be used.

Such practices will not be discussed in detail in this manual (see “Naval Ships’ Technical Manual S9086-VF- STM-010, Chapter 633, Cathodic Protection”).

Assistance with the operation and maintenance of cathodic protection system can be provided by Naval Technical Support Center Atlantic, NTSCLANT; and Naval Technical Support Center Pacific, NTSCPAC; and Naval Surface Warfare Center, Carderock Division, NSWCCD Code 614; and Naval Sea Systems Command, Code 05P2. Address problems with the cathodic protection systems aboard ship to their attention.

1-3. EQUIPMENT DESCRIPTION.

Corrosion, for the purposes of discussing the ICCP system, is an electrochemical process. For this electro-chemical process to occur, areas of unequal electrical potential are electrically connected and submerged in an electrolyte (e.g. seawater). These electrical connections are often inherent in the structure of the material, such as

Figure 1-1 Impressed Current Cathodic Protection System, LCS 2 Class (Relationship of Units)

1-2 localized areas containing metallurgical variations in the steel comprising the hull. They often inadvertently occur as constructional features, like a bronze propeller adjacent to the ship’s hull. These differences in electrical potential comprise a galvanic couple. This generates an electric current through the water and the electrical con-nection between the two areas. This causes simultaneous dissolution of the steel hull. The entire process is com-monly termed corrosion. The ICCP system nullifies or minimizes this corrosion by deliberately supplying an electric current (conventional DC) into the ship’s hull via a chemically inert electrode immersed in the adjacent water. The magnitude of this current is automatically controlled by signals from reference electrodes through a controller to provide optimum protection for the ship’s hull. It should be understood that the ICCP system is designed to supplement the corrosion protection provided by the underwater hull paint system, and it is not designed to protect a bare hull or one with excess bare metal exposed by paint damage of wear, nor is it designed to remove corrosion products, such as rust. It merely minimizes corrosion while the hull is afloat, thereby help-ing the hull plates remain smooth assuring maximum speed throughout the life of the ship and minimum fuel consumption at all speeds. Dry dock frequencies are decreased along with reduced time and cost of repair because repainting is easier on a clean hull.

There are two types of cathodic protection systems used on LCS 2 Class ships. The ICCP system is used to protect the water jet inlet tunnels. A sacrificial anode system is used to protect the underwater hull and append-ages. The sacrificial system is based on the principle that when a more reactive metal is installed near a less reac-tive metal submerged in an electrolyte such as seawater, the more reactive metal will generate a potential of a sufficient magnitude to protect the less reactive metal. In this process, the more reactive metal is sacrificed. Sac-rificial anodes attached to a ship’s hull slowly oxidize and generate current that protects the hull and appendages.

1-4. SYSTEM COMPONENTS.

The water jet inlet tunnel ICCP system for LCS 2 Class ships is comprised of eight reference cells (four con-trolling and four monitoring), one centralized control unit, four transformer rectifier power supplies, four ellipti-cal anodes, four dielectric shields, and four propeller shaft grounding assemblies. The system is designed to oper-ate continuously and fully automatically. The power supplies and anodes are used in multiple numbers to produce the current capacity and current distribution necessary to achieve these objectives. The system is completely self-contained and does not require any input from other shipboard equipment.

The ICCP system described in this manual is shown inFigure 1-1. The system is designed to provide cathodic protection while the ship is in seawater or brackish water under all operating conditions. It will not provide full cathodic protection to the hull in fresh water under all conditions of speed and paint loss because of the low con-ductivity of fresh water. The system will not provide cathodic protection to the sea chests and internal seawater circulation pipes of the ship, nor will the systems reduce the fouling on the hull, except in the immediate vicin-ity of an anode. Cathodic protection will minimize the corrosion which undercuts paint. This system only pro-tects water jet inlet tunnel surfaces.

1-4.1 Centralized Controller. The centralized controller continuously monitors and records the level of protec-tion of all four water jet inlet tunnel surfaces and sends a signal to the four power supply units to adjust the amount of anode current to maintain the specified level of protection.
