Evaluation Factors and Methodology
Evaluation Factors
a. Factor Identification – This evaluation will evaluate the offerors by the proposals received in response to the TI Maintenance – TCA Sector Request for Proposals using the following factors:
• Factor 1– Experience o Down-Select
• Factor 2 – Written Proposal for Management Approach not to exceed 15 pages
• Factor 3 – Written Proposal for Technical Capabilities not to exceed 25 pages
• Factor 4 – Price
b. Order of Importance –
This procurement is based on a FFP, best value trade off evaluation. Factor 2 is more important than Factor 3, and Factor 3 is more important than Factor 1.
Factors 1-3, when combined are significantly more important than Price (Factor 4).
As the technical evaluation of proposals approaches equality, price becomes more important in making the award determination. The importance of price will increase as the difference in confidence rating for non-price factors between the Offerors decreases. If two or more proposals are determined not to have any substantial technical differences for non-price factors (i.e., are technically equivalent), award may be made to the lowest priced proposal.
Proposal submissions are page limited. If a Quoter exceeds the page limit for Factors 2 or 3, the excess pages will not be included for consideration.
Factor 1 – Experience:
(a) Method: Microsoft Teams Presentation
(b) Duration: 60-minute estimate: 45 Minutes to Brief and 15 Minutes for Questions following the briefing.
(c) Process:
(i) Each Quoter must request to schedule a Phase 1 Microsoft Teams Presentation. The presentation will evaluate Factor One- Experience. Failure to participate in Phase 1 of the procurement denies further consideration of a Quoter to proceed to Phase 2. Based on the Government’s evaluation of the Quoter’s experience, a down-select will then be issued by the Government, whereby Quoters will be advised whether they are invited to participate in Phase 2. Quoters shall not record the call. The Government may record the call.
(ii) In the presentation, the Quoter shall identify a Minimum of three (3) past contracts/orders that are most similar in size and scope to the work of this RFP. The Quoter shall also describe the following corporate experience relevant to this requirement:
(A) Offeror will describe their past performance within the past 8 years in relevant (similar in size, scope, and complexity) to the requirements contained in the RFP. The presentation should include any lessons learned, best management practices, and innovations that improved their execution of maintenance requirements.
(B) Offeror will describe their organizational structure, approach, and key personnel’s qualifications to effectively execute the requirements contained in the RFP.
(C) Offeror will describe its capability and intent to Self-Perform work based on % related to the following categories: roads and bridges (including boat ramps and floating boat slip); fences and gates (including concertina wire), vegetation control, debris removal (including Carrizo Cane and Hyacinth/Hydrilla), border lighting and electrical, drainage and grate systems, tunnel remediation, TI attributes including shelters, and generators.
(D) Offeror will describe quality control and safety programs, and
(E) Offeror will describe the risks the Government and Offeror will face in undertaking the requirements in the RFP and how to achieve success.
(d) The Government will allow up to 45 minutes for presentation of the above information (A-E) and any additional information the Offeror would like to include, and the Government may ask additional questions following the presentation. Any written materials (i.e. slide deck) used for briefing the government must be provided prior to oral presentation.
(e) Down-Select Notification:
(i) Based on its evaluation of Phase 1 - Factor One, the Government intends to invite the most highly rated for Factor One (based on the confidence rating system described in section I.6 Evaluation Criteria) to proceed to Phase 2.
(ii) After the Government completes evaluation of Factor One, Quoters will receive a down-select notification via e-mail from the CO. Quoters who are rated most highly for Factor One will be selected to proceed to Phase 2 of the quote submission process. (iii) For Quoters rated most highly and advised to proceed to Phase 2 of the quote submission process, the CO will include the Phase 2 submission instructions on the down-select notification, and the due date for the written portion of the Phase 2 submission. The Phase 2 written submission due date will be a minimum of two (2) weeks from the date of the down-select notification. The Government recommends that Quoters begin preparation of Phase 2 quotations only after the Phase 1 down-select notice process is complete. The notices will provide the date and time by which Quoters participating in Phase 2 must submit the Phase 2 quotation.

Evaluation Methodology
Ratings for Management Approach and Technical and Resource Capabilities
(Non-Price Factors)
High Confidence: The Government has high confidence that the Offeror understands the requirement, proposes a sound approach, and will be successful in performing the contract with little or no Government intervention.
Some Confidence: The Government has some confidence that the Offeror understands the requirement, proposes a sound approach, and will be successful in performing the contract with some Government intervention.
Low Confidence: The Government has low confidence that the Offeror understands the requirement, proposes a sound approach, or will be successful in performing the contract even with Government intervention.
Ratings for Experience
High Confidence: Based on an offeror’s past performance record, extreme confidence that the offeror will successfully perform the required effort.
Some Confidence: Based on an offeror’s past performance record, little doubt exists that the offeror will successfully perform the required effort.
Low Confidence: Based on an offeror’s past performance record, extreme doubt exists that the offeror will successfully perform the required effort.
Basis for Award on Initial Responses
The Government anticipates selecting the best-suited Contractor based on initial submissions, without engaging in exchanges with Contractors. Therefore, initial submissions should contain the Contractor’s best terms from a technical and price perspective. The Government, however, reserves the right to enter into exchanges/negotiations with offerors. Once the Government determines the Offeror that is the best-suited (i.e., the apparent successful Offeror), the Government reserves the right to communicate/negotiation with only that Offeror to address any remaining issues, if necessary, and finalize a contract with that Offeror. These issues may include technical and price. If the parties cannot successfully address any remaining issues, as deemed pertinent at the sole discretion of the Government, the Government reserves the right to communicate/negotiate with the next best-suited Offeror based on the original analysis and address any remaining issues.
Award Based on Best Value
The Government anticipates establishing a single-award contract with one contractor whose quote is determined to best meet the needs of the Government after consideration of all factors-- i.e., provides the "best value." Accordingly, the Government may award the contract to other than the lowest priced Quoter or other than the Quoter with the highest Confidence rating.
RELATIVE IMPORTANCE OF EVALUATION FACTORS
For this solicitation, the evaluation factors are:
Factor 1: Experience
Factor 2: Written Proposal for Management Approach
Factor 3: Written Proposal for Technical and Resource Capabilities
Factor 4: Price
Factor 2 is more important than Factor 3, and Factor 3 is more important than Factor 1. Factors 1-3, when combined are significantly more important than Price (Factor 4). The Government is more concerned with obtaining superior technical performance capability (represented by the non-cost evaluation categories) than with making an award at the lowest overall evaluated price.
Award of an FFP contract can only be made to a Quoter:
1. Whose technical presentation and pricing represents the best value; and
2. Whose proposed price is determined to be fair and reasonable.
EVALUATION CRITERIA
1. The Government will evaluate the Quoters on:
Factor 1: Experience
Factor 2: Written Proposal for Management Approach
Factor 3: Written Proposal for Technical and Resource Capabilities & Key Personnel Resumes
The Government will assess its level of confidence that the Quoter will be successful in performing the work based on the information submitted and presented for all non-price factors, utilizing the confidence level ratings: High Confidence, Some Confidence, and Low Confidence. The non-price factors are Management Approach, Technical and Resource Capabilities, and Experience (Non-Price Factors), listed above.
FACTOR 4 – Price
Separately and apart from the technical evaluation, the Government will conduct a price evaluation of the Quoter’s price quote the Government will use the information in the Quoter’s Scheduled Work Task Order/Sector cost, Program management (PMO) cost, Unit Price Rate Worksheet, and the Line-Item summary Sheet included in RFP to conduct the price evaluation. A price analysis will be conducted to determine fairness and reasonableness in accordance with FAR part 15 procedures.
Failure by a Quoter to comply with Pricing Worksheet Instructions requirements may result in an elimination from consideration.
The evaluation of pricing shall be as follows:
Submission Requirements: Offeror shall complete and submit a Scheduled Work Task Order/Sector cost, Program management (PMO) cost, Unit Price Rate Work Sheet, and the Line-Item summary Sheet included in RFP.
The Total Price shall include the Base Period plus four (4) Option Periods.
