About this file

This is an RFQ evaluation scoresheet for Metroparks Toledo in Ohio for the Toledo Botanical Gardens Cochrane Memorial Sculpture design-build professional services project. The scoresheet establishes a 100-point evaluation framework to assess qualified offerors' submissions for the sculpture design and construction project. Offerors must submit statements of qualifications (SOQ) addressing nine mandatory criteria, with submissions available through the Metroparks Toledo Vendor Portal at www.metroparkstoledo.com/bids. Offerors not previously registered must create a free vendor profile and may access support through PlanetBids' Help Center for electronic bidding guidance.

The evaluation criteria allocate points across multiple categories: a cover letter not exceeding two pages (5 points), a summary of qualifications describing the project team and subcontractors (10 points), three project examples demonstrating similar scope and innovative design solutions (15 points each), past performance on schedule and budget delivery (10 points), five references including at least two from the project examples (5 points), primary office location statement (5 points), project communication plan with identified point of contact (5 points), understanding of local, state, and federal permit and regulatory requirements (5 points), and current workload assessment with key personnel availability (10 points). The scoring sheet provides space for multiple evaluators to independently score each criterion and offer comments, enabling a comprehensive assessment of offeror qualifications for the sculpture design-build project.
