Request for Information
C-130J TERRAIN AWARENESS AND WARNING SYSTEM
CAUTION:
The Government is conducting market research to identify potential sources that possess the data, expertise, capabilities, and experience to meet qualification requirements to provide semi-annual certified Tactical Terrain Database (Part No. 998-3609-###) software updates, to be used in Compact Flash Card (Part No. 718-1673-004), produced in accordance with proprietary Honeywell procedures and specifications and approved for use in the C-130J Military Honeywell International Inc. Mark V Enhanced Ground Proximity Warning System (EGPWS) or Terrain Awareness and Warning System (TAWS) Computer (Part No. 965-0779-001, CAGE 97896) per Federal Aviation Administration (FAA), Technical Standard Order TSO-C151b, within 90 days after being provided National Geospatial-Intelligence Agency (NGA) published DVOF (Digital Vertical Obstruction File), and shall be delivered with a certificate of conformance. This database shall use both NGA Level 1 digital terrain elevation data (DTED) and NGA DVOF, shall provide worldwide coverage without voids, and shall provide terrain coverage without voids for elevations above and below Mean Sea Level (MSL). The level of security clearance and amount of foreign participation in this requirement has not been determined.
Other than the National Geospatial-Intelligence Agency obstacle data, the Government does not own or have access to the data for these database software updates.
NOTE: Samples are not available for potential suppliers data to evaluate.
Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts.
NOTE: The known sole source contractor for this effort is Honeywell International Inc., Honeywell Aerospace – Phoenix (Deer Valley). 21111 N 19th Avenue, Phoenix, AZ 85027- 2708.
Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.
INSTRUCTIONS:
1. The document(s) below contain a description of the TAWS Tactical Database requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company’s capability.
2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.)
a. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.
3. Both large and small businesses are encouraged to participate in this Market Research.
Joint ventures or teaming arrangements are encouraged.
4. Questions relative to this market survey should be addressed to the PM or PCO.
PERFORMANCE WORK STATEMENT
Terrain Awareness Warning System Tactical Database
1.0 INTRODUCTION AND SCOPE OF WORK
1.1 This Performance Work Statement establishes the requirements for an annual subscription and initial hardware procurement for the latest version of the C-130J Terrain Awareness Warning System (TAWS) Tactical Database (DB).
1.2 The latest version of the C-130J TAWS Tactical DB will have the following capabilities:
A. Compatible with the C-130J TAWS and flight-ready quality
B. Loaded into the C-130J TAWS Line Replaceable Unit (LRU) via a MIL-STD-810E and DO-160E qualified 16 Gigabyte (GB) Compact Flash (CF) card
C. Provides worldwide coverage without voids (pole-to-pole coverage)
D. Capable of flying below zero (0) feet above Mean Sea Level without terrain warning anomalies
E. Includes man-made obstacles constructed since 2010, via the most current updates to the National Geospatial-Intelligence Agency (NGA)-provided Digital Vertical Obstruction File
(DVOF)
2.0 APPLICABLE DOCUMENTS
3.0 REQUIREMENTS AND PERFORMANCE STANDARDS
C-130J TAWS Tactical DB Subscription
3.1.1 The Contractor shall deliver the latest version of the flight-ready C-130J TAWS Tactical DB 30 days after award of this contract. The Contractor shall use NGA-provided DVOF data to update and deliver the updated C-130J TAWS Tactical DB six months after the initial delivery.
3.1.2 The period of performance will be 60 months.
3.1.3 The Contractor shall provide access to a designated secure website for the purpose of downloading the TAWS Tactical DB.
3.1.4 The Contractor shall provide TAWS Tactical DB downloading instructions and procedures to include copying the DB to the CF card on the website. Contractor format is acceptable.
3.1.5 The Contractor shall provide assistance in troubleshooting TAWS Tactical DB related problems.
3.1.6 The Contractor shall, upon discovery or in any way obtaining knowledge of any error, defect, omission, inaccuracy, or other problem which might adversely affect the delivered TAWS Tactical DB, notify the United States Government (USG) as soon as possible.
3.1.7 Monthly telecoms will not be required for execution of this contract.
3.1.8 The Contractor shall hold a Technical Interchange Meeting (TIM) at a USG facility to demonstrate the secure website and downloading procedures. Timing of TIM will be mutually agreed

3.2 Government Furnished Information
3.2.1 The USG shall coordinate with the NGA to obtain the rights to use DVOF data. The USG will provide the DVOF data to Honeywell.
3.3 C-130J TAWS Initial Hardware
3.3.1 The Contractor shall deliver 16GB CF cards (part number 718-1673-004) in the quantities shown below to a single location CONUS TBD:
• 200 USAF 16 GB CF Cards loaded with latest version of TAWS Tactical DB
3.4 Program Management
3.4.1 The Contractor shall work closely with the USG and shall be responsible for ensuring timely completion of the tasks specified in the contractual requirements.
3.4.2 The Contractor shall work with the USG in an Integrated Product Team (IPT) approach.
3.4.3 The delivery schedule is included in the resulting contract Line Items.
3.5 Systems Engineering
3.5.1 Configuration Management (CM): The Contractor shall establish a process to assure that CM is maintained on the system and in the functional, allocated, and product baseline configuration identification documentation. The TAWS Tactical DB will use the same numbering scheme as the TAWS Commercial DB.
3.6 Logistics
3.6.1 Packaging, Handling, Storage, and Transportation (PHS&T)
3.6.1.1 The Contractor shall be responsible for the Packaging, Handling, Storage and Transportation of C-130J peculiar and mission specific items in accordance with MIL-STD 2073-1E (1) Standard Practice for Military Packaging when Military Packaging is specified, American Society for Testing and materials (ASTM) D3951-10 when Commercial Packaging is specified, Air Force Materiel Command (AFMC) Form 158 Packaging Requirements, or as otherwise contracted to support USG or FMS requirements. The Contractor shall be responsible for shipping and tracking items to the designated installation receiving point(s). (A004, DI-PACK-80120C, PRESERVATION AND

4.0 CONTRACT DELIVERABLES
4.1 The Contractor shall deliver the latest version of the flight-ready C-130J TAWS Tactical DB, a Computer Software Product End Item, ## days (Recommend not less than 120 days for CPIN coordination) after award of this contract. The Contractor shall use NGA-provided DVOF data to update and deliver the updated C-130J TAWS Tactical DB every six months or semi-annually after the initial delivery on dual-layer digital versatile disc (DVD+R DL). DVD+R DL shall include a checksum hash for data integrity, preferably generated with SHA128 or higher as a minimum. (CDRL

4.2 Software Version Description Document (SVDD)
4.2.1 The contractor shall provide a Software Version Description Document that identifies and describes each software version, a Computer Software Configuration Item (CSCI). Each SVDD shall be delivered on the same DVD+R DL with each semi-annual TAWS Tactical Database update.

4.3 Computer Program Identification Number (CPIN) Catalog Information
4.3.1 The contractor shall provide Computer Program Identification Number (CPIN) Catalog Information for each TAWS Tactical Database update. All software shall be labeled and described thoroughly on AF Form 1243 and DVD+R DL in accordance with T.O. 00-5-16, Computer Program Identification Number (CPIN) Management. PURPOSE/DESCRIPTION
The Government is conducting market research to identify potential sources that possess the data, expertise, capabilities, and experience to meet qualification requirements to provide database software updates for the C-130J Military Honeywell International Inc. Mark V Enhanced Ground Proximity Warning System (EGPWS) or Terrain Awareness and Warning System (TAWS) Computer Tactical Terrain Database given obstacle data from the National Geospatial- Intelligence Agency (NGA).
This requirement is for software engineering services. Our software engineering services strategy is a five-year contract and will continue from FY21 to FY26. The projected quantities will be Best Estimated Quantities (BEQ) of ~350 licensed updates initially every 6 months with increases in BEQ of 26 each year.
The Government’s need for software engineering services is required in order to support current worldwide operations for C-130J aircraft and all variants.
The Terrain Awareness and Warning System (TAWS) provides terrain/obstacle alerting and display functions using aircraft inputs based on sensed geographic position, attitude, altitude, and airspeed combined with internal terrain, obstacle, and airport databases to predict a potential conflict between the aircraft flight path and terrain or an obstacle. TAWS utilizes commercial and tactical internal terrain/obstacle databases. Commercial databases normally contain only ICAO airports with runway lengths greater than 3,500 feet.

Part II. Capability Survey Questions
A. General Capability Questions:
1. Describe briefly the capabilities of your facility and nature of the goods and/or services you provide. Include a description of your staff composition and management structure.
2. Describe your company's past experience on previous projects similar in complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager).
3. Describe your company's capabilities for generating, handling, processing and storing classified material and data.
