3. Description of Supplies/Services:

The terminal required for this acquisition is the CSS VSAT 1.2M-Enhanced satellite communications terminal manufactured by L-3 GCS:

National Stock Number (NSN): 5895-01-559-1209 Non-standard Line Item Number (ZLIN): Z00560 Nomenclature: AN/TSC-183A, Terminal Satellite

Communications Manufacturer Part Number (P/N): 0102-000-01T

The CSS VSAT 1.2M-E is a CSS SATCOM specific adaptation of the commercially available Hawkeye IIe satellite terminal manufactured by L3-GCS. It is a transportable auto-acquire flyaway VSAT Ku-band satellite terminal with a 1.2M carbon fiber antenna system.

The quantity is 379. The awarded vendor is to deliver a quantity of 9 terminals every week, beginning 25 August 2010, for a period of 21 weeks, followed by a quantity of 10 terminals every week, beginning 19 January 2011, for a period of 19 weeks. All deliveries will be received by 24 May 2011.

The terminal-specific accessories required are:

a. CSS VSAT Co-Pol Kit, Universal

GCS P/N: 0102-0500-03T

Quantity: 5

b. CSS VSAT Extended Range BUC Kit, 13.75 - 14.50 GHz

GCS P/N: 0102-0800-01T

Quantity: 200

These accessories are used to enhance the capabilities of the CSS VSAT, by enabling it to operate in some of the CSS SATCOM networks that are co-polarized or require use of the Extended Ku-band frequency range.

Future requirements of this nature will be procured under the Future COMSATCOM Services Acquisition (FCSA) contract vehicles once they are in place.

4. Identification of Statutory Authority:

Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C.2304(c)(1). (FAR 6.302-1).

5. Demonstration of Contractor’s Unique Qualifications:

CSS SATCOM requires these CSS VSAT terminals to increase its current fleet of 3,300 CSS VSATs in order to fulfill its mission of conducting war-fighting operations and protecting the interests of the United States at several locations in CONUS, SWA, and throughout the globe. The CSS SATCOM network is pure-fleeted with these terminals, and the additional 379 units will meet current requirements

Page 3 of 5 Pages from non-DA G4 directed units requiring use of 59 VSATs and the current CSS SATCOM Army Acquisition Objective (AAO) of 3,620. A non-DA G4 unit is one that falls outside the purview of the Army Chief of Staff Logistics Deputy (G4). Not maintaining a pure fleet of CSS VSATs will introduce the risk of violating the CSS SATCOM Network Authorization to Operate (ATO), which would compromise the CSS SATCOM mission in support of the warfighter. All training and documentation provided to the Army logistics community supported by the CSS SATCOM Network has been terminal-specific and it is not practical, nor acceptable to introduce a non-CSS VSAT terminal into the network and support infrastructure. The satellite terminal technical specifications, software applications, program publications, training materials and equipment, and the training of over 7,400 globally dispersed personnel and soldiers in the Army logistics community has been oriented around this specific CSS VSAT terminal.

Introduction of a different terminal solution would significantly increase the overall cost to the government and adversely impact the support to the warfighter. The negative impacts to the government include:

• Additional cost of training/retraining soldiers on multiple units estimated at $9.56 million.

• Additional cost of procuring *315 terminals for United States Army Training and Doctrine Command (TRADOC) training locations for dual training purposes (approximately 45 training locations would require 7 new terminals each to conduct hands-on training), estimated at $13.4 million.

• Additional supply chain cost for spare parts inventory, estimated at $1 million.

• Additional cost to update, revise and duplicate documentation to include Technical Manuals (TMs) and Program of Instruction (POI), estimated at approximately $644,000.

• Additional Program Management Office (PMO) costs associated with the day-to-day management of two logistics support systems, estimated at approximately $500,000. (Two contracted logistic support position requirement, funding required $250,000 per man-year)

Cost of Training/Retraining of soldiers

$9.56M

Additional terminals for TRADOC training

$13.4M

Additional supply chain cost $1.00M

TMs and POIs $644K

Logistical support $500K

TOTAL $25.104M

6. FedBizOpps Announcement/Potential Sources:

In accordance with FAR 16.505(a)(1), the Contracting Officer does not synopsize orders under ID/IQ contracts unless funded by the American Recovery and Reinvestment Act of 2009. This procurement will not use that type of funding. In addition, since this action is made under the terms of an existing contract that was previously synopsized in sufficient detail, a synopsis is not required in accordance with FAR 5.202(a)(11). However, the sanitized J&A will be posted.

7. Best Value Determination:

The Contracting Officer will determine a fair and reasonable price using the price analysis techniques of comparing proposed prices with historical data, competitive pricing received from DSTS-G contractors, and current pricing information available. Purchasing the terminals via the multiple-award DSTS-G contracts is expected to yield competitive pricing.

8. Description of Market Research:

Market research for this effort was conducted during the first quarter of the 2010 calendar year. Various sources were utilized to collect as many potential sources as possible for this terminal type, including;

industry conferences, publications, web searches and extensive in-house product experience. From the more than 20 vendors queried, only a few manufacture a terminal containing the feature set required to operate even minimally in the CSS Satcom network. The following vendors were found to manufacture a terminal with similar feature set, as well as being directed towards a user base similar to CSS Satcom;

• Globcomm Systems Inc.

• General Dynamics

• TCS Inc.

• Datapath/Swedish

Reports on the above terminal types delineated the pros and cons of each system and considered relevant points in the categories of technical performance, environmental ruggedness and packaging, ease of operation, serviceability and overall cost to the program. All of the above were considered to be non-identical to present equipment. Additional costs (ref. Table 1) that may be associated with introducing an alternate satellite terminal into the CSS SATCOM Network would require re-design and implementation of critical software applications, program publications, training materials and equipment, as well as the retraining of over 7,400 globally-dispersed soldiers and personnel in the Army logistics community. Implementing a different technical solution would result in substantial duplication of cost to the Government which would not be expected to be recovered through full and open competition.

10. Actions Taken to Remove Barriers to Competition:

CSS SATCOM will continue to conduct market research for emerging technologies in an effort to identify enhanced capabilities that will allow further evaluation of potential solutions for integration within the CSS SATCOM network.

Purchases of additional terminals will continue to be restricted to the existing configuration until such time as the configuration is changed or the potential costs identified in paragraph 2 can be overcome.

Based on the information in paragraph 5, above, competition for this action was not feasible.

11. Reference to the Approved Acquisition Plan (AP)/Program Plan (PP):

In accordance with DISA Acquisition Regulation Supplement (DARS) Part 7, Paragraph 7.9002, a written Acquisition Plan is not required for acquisitions for DISA requirements under $25,000,000.00 for any fiscal year or $50,000,000.00 for all years.
