1.0 DESCRIPTION OF SERVICES
1.1 Summary of Work
The purpose of this contract is to outline CONTRACTOR Services support for two upcoming Air National Guard Air Force Reserve Test Center (AATC) flight tests.
1.2 Background
These tests will encompass inert rocket or bomb employment from test center A-10 and F-16 aircraft. This PWS encompasses two concurrent flight tests on the Barry M. Goldwater Range Complex in Gila Bend, AZ. The total number of days (including one day each way for travel) is 18 days. In addition, a representative from CONTRACTOR will participate in test planning and attend a weekly conference call (1 hour duration) during the 60-day planning cycle. (CDRL A001)
2.0 SCOPE
2.1 Post Award
The Contractor shall host a virtual post award meeting no later than 30 days after contract award at Contractor facility. The Contractor shall provide a report/record of meeting minutes no later than 60 days after the post award conference. (CDRL A002)
2.2 Build
CONTRACTOR is responsible for build and transport of 4 x Unmanned Ground Vehicles (UGV), 4 x 5’Wx5H’x12’L Trailers, enough painted plywood pieces to completely repair two trailers, and all associated support equipment to operate these vehicles and trailers that the GOVERNMENT will secure ownership of should the vehicle become “totaled” during testing. In the event the UGV remains in workable condition, the CONTRACTOR will retain ownership of the vehicle.
CONTRACTOR will ensure all vehicles and trailers are built laser safe (windows/mirrors removed). (CDRL A001)
2.3 Transport
The destination for this equipment is the Barry M. Goldwater Range (BMGR) Complex near Gila Bend, AZ. Equipment can be stored until use on the Gila Bend Auxiliary Airfield approximately 6 miles south of the town of Gila Bend. CONTRACTOR will transport, locate, and operate these target sets on the East Tactical Range for the flight test. At the completion of this flight test, CONTRACTOR personnel will remove all UGV, trailers and debris from the Barry M. Goldwater Range Complex. Explosive Ordinance Disposal (EOD) is a normal range function and CONTRACTOR will not be responsible for any EOD items. No explosives will be used during testing. (CDRL A001)
2.3A – Storage of UGVs and Trailers CONTRACTOR may store UGV’s, Trailers and Targets at the BMGR complex at the designated parking area. This area will be shown by the BMGR POC to the CONTRACTOR during the coordination and de-brief on the first day of the flight test.
2.4 UGV Performance
The UGV must be able to maneuver (turn, slow, and stop) and accelerate to at least 50 miles per hour (mph) within 600 feet on a smooth unimproved surface (dirt runway). Once up to speed, the UGV must also be able to rapidly slow, turn 90 degrees, and reaccelerate to at least 40 mph in 30 seconds. UGVs can either be four-wheel drive (desired) or front wheel drive (required). The UGV must be configured to tow the trailers described above using a 1 7/8” hitch. The trailers will only be used with a UGV if the target presentation does not require any maneuvering, simply a straight path for rocket/bomb employment. If the presentation requires rapid maneuvering, the trailer will be removed to improve braking and turn performance. Finally, the UGV should include mounting positions for AATC GoPro cameras to view the top of the vehicle or trailer. (CDRL A001)
2.5 Trailer Configuration
The trailer should have a 1 7/8” receiver. The dimensions of the trailer should be approximately 5’Wx5H’x12’L. The trailers will be configured with easily replaceable material on the sides and top (1/2” plywood with 10% laser reflectivity paint is acceptable) to allow for rapid repair. 10% laser reflectivity paint is Sherman Williams 6195 (Green). The trailers will be used either as a static target (disconnected from the UGV) or in conjunction with a UGV for moving target presentations.

2.6 Flight Testing
CONTRACTOR’s responsibilities for flight testing will include establishing two teams (if required) for vehicle, and trailer operation. CONTRACTOR will set-up a UGV control station and establish a link with the UGV and communications with the AATC control van. The location of this UGV control station could require the UGV link range be up to 10 miles. If CONTRACTOR chooses to utilize a ground control van, they will provide a tower to ensure line-of-sight to the UGV. AATC can provide UHF communications and a representative at the UGV control station to facilitate communication between AATC and CONTRACTOR upon request. A UGV test-drive will be done the day prior to any flight test to ensure serviceability of all equipment. An equipment status will be provided to AATC personnel during the coordination briefing, on-sight if the briefed status changes, and upon request from AATC. A CONTRACTOR vehicle mechanic will be on site to inspect the UGV/trailer prior to operations and repair if required during operations. A CONTRACTOR site supervisor will serve as the liaison between CONTRACTOR and the AATC team for any pre-test coordination, test execution, and mission debrief. (CDRL A001)
2.7 Daily Operations
Daily operations will be brief prior to reporting to the range. A coordination brief (via telephone at Gila Bend Airfield), and target/ground station setup will be conducted daily. Weekend work is scheduled to minimize the testing impact on other range users.
2.7A – Access to the Barry M Goldwater Range (BMGR) All CONTRACTOR personnel shall be US Citizens and hold a valid driver’s license.
CONTRACTOR personnel shall have no outstanding warrants, DUI’s or other adverse actions pending nor outstanding against their driver’s license or person. A list of all CONTRACTOR personnel, a legible copy of each driver’s license and proof of US Citizenship of personnel supporting the flight test must be provided to (POC), (Job Title) no later than 30 days prior to the first day of travel; in order to coordinate base access with base security personnel.
The tentative schedule is: Travel on Day 1 to BMGR, Setup/Admin/Ground Testing days 2-4, Flight Testing Days 5-17, Teardown/Cleanup Day 18, travel home Day 19. (CDRL A003)
2.8 Summary Report
At the completion of testing the contractor shall submit a summary report documenting the activities in paragraph 2.1-2.7. (CDRL A004)
3.0 TRAVEL
The flight test will be funded to pay for travel and per diem for all CONTRACTOR personnel required for each test based on the Joint Travel Regulation (JTR). The flight test will fund up to 5 CONTRACTOR personnel for 2 days of travel and 16 days on BMGR for the two concurrent flight tests. Billeting is available at the BMGR facility. If the CONTRACTOR opts to use the billeting facility notice must be given no less than 30 days prior to the first day of the test schedule and JTR per diem rates will be adjusted. Food and fuel access can be accessed in the local town of
Gila Bend, AZ. The CONTRACTOR is not obligated to use the billeting. CONTRACTOR will be responsible for all air and ground transportation for these services. (CDRL A003)
