RFR INTRODUCTION AND GENERAL DESCRIPTION
Section 1.1 Procurement Scope and Description
The Massachusetts Department of Transportation (MassDOT) seeks vendor(s) to furnish, deliver, install, and/or maintain anti-icing and de-icing liquid storage tanks, dispensing systems, and bases. The anti-icing and deicing systems are to be delivered and installed at specific MassDOT Depots to be determined later. All ‘bids’ shall apply specifically for work within specific District boundaries – see the links provided in the Section entitled “Section 6 - District-Specific Bidding”.
The solicitation herein provides each respondent the opportunity to establish a price for each of 17 bid items (see Section 3.12). The prices submitted will remain on record with the Department for the initial period of this SOW ending 6/30/2022.
Throughout the solicitation’s initial period, the Department likely will, acting on its own needs and schedule, require polyethylene tank acquisition, maintenance, or servicing needs at various depots across the Commonwealth. The Department will contact the ‘bidder’ or ‘bidders’ who have established (through this effort) prices in the system – to verify the details for a given assignment. Arrangements associated with the assignment, like: the anticipated pay items to be used; the quantities of each item; the timing or delivery expectations, and specific location(s) will be outlined, in writing, in advance of a formal ‘notice to proceed’ with the assigned work.
Payment of work, under the items established, will follow the successful completion and acceptance of the work.
No work assignments are guaranteed under this price solicitation effort. Nor does providing the lowest ‘bid’ price guarantee the vendor of any or all potential work assignments as all future work and how it is assigned will be at the discretion of the Department.
