ADDENDUM to 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL
SERVICES
(a) Basis for Award. The Government will issue a purchase order to the responsible quoter whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
(b) The following factors shall be used to evaluate quotations:
1) Technical specifications and compliance with requirement
2) Warranty/extended warranty
3) Speed of delivery
4) Price
(c) Evaluation Approach. The Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2 (b) (3), where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is accepting alternate quotations. The evaluation will consider the following:
(1) Technical specifications and compliance with requirement: Technical specifications and compliance with requirements refer to how well the offered products meet the outlined salient characteristics and performance standards specified in the solicitation. This includes evaluating whether the product fulfills the functional and physical requirements, quality standards, and any specific features detailed. This factor ensures that the product will effectively meet the intended use and operational needs of the Tomah VA Medical Center.
(2) Warranty/extended warranty: Warranty/extended warranty evaluation encompasses the assessment of the warranty terms provided by the offeror, including the duration, scope, and coverage of the warranty. This factor considers the protection offered against defects or failures of the product within a specified period. Extended warranty offerings beyond the standard warranty period will also be evaluated to establish the extent of support and assurance of product reliability over time.
(3) Speed of delivery: Speed of delivery assesses the offeror's ability to provide the required items within the stipulated delivery timeframe stated in the solicitation. This includes evaluating the proposed delivery schedule, capacity to meet urgent delivery needs, and overall logistics planning. A quicker delivery timeframe that adheres to the Government's needs will be viewed more favorably, ensuring the timely replacement of aging equipment.
(4) Price: Price evaluation entails a comprehensive assessment of the cost quotations submitted by the offerors. This includes comparing the overall price, unit price, and total cost of the products
