About this file

This is a Capability Certification Matrix that documents six core sustainment capabilities required to support U.S. Navy surface-ship air conditioning (AC) plant systems worldwide. The matrix is part of a pre-solicitation market research effort (Solicitation N0002427R4452) issued by PAE Maritime on behalf of Naval Sea Systems Command to identify responsible sources capable of providing AC plant sustainment services.

The six capability areas assessed in the matrix are: (1) Major AC Plant Pit Stops—comprehensive assessment, repair, and in-place compressor overhaul completed within six weeks or less across the fleet; (2) Embedded AC&R Technical Expertise—provision of embedded technical experts at Navy Ship Intermediate Maintenance Activities (SIMAs) to provide Sailor training, technical assistance, and OEM-level oversight of Minor Pit Stops within six weeks or less; (3) AC Plant Materiel—supply of OEM AC plant repair parts, components, and assemblies supporting all applicable Navy surface ship configurations; (4) Global Rotable and OPP Management—establishment and management of warehouse facilities, rotable component inventories, and Overhaul Parts Packages (OPPs) with global distribution capability; (5) Engineering, Technical Data, Logistics, and Integrated Product Support (IPS)—provision of configuration-specific engineering, technical data, technical assistance, and diagnostics to sustain the Navy's complete AC plant inventory; and (6) Global Unplanned and Emergent Field Services—qualified technical personnel and materiel support for worldwide unplanned and emergent requirements while maintaining scheduled pit stop commitments. For each capability, respondents must indicate current capability status (Yes/Partial/No), method of performance (Organic/Existing OEM License/Subcontractor/Capability to be Developed), and provide supporting evidence addressing specific operational and technical requirements.
