4. Description of the Supplies and/or Services Required to Meet the Agency’s Needs (including the estimated value) (FAR Part 6.303-2(b)(3)).
MDA is responsible for developing and fielding an integrated, layered MDS to protect the United States and its allies from missile attack by providing homeland and regional missile defense. The MDS layered approach includes sensors, kinetic energy systems, battle management, and command control elements that will engage threats at all ranges and throughout the battlespace.
In order to successfully execute the mission, the MDA requires mathematical algorithm, computational analysis, and range safety analysis in support of MDS Flight Test Events. The support required to successfully execute Flight Test Events and related requirements are:
Develop and deliver post intercept debris generation and dynamic behavior information for pre- and post-mission planning.
Threat engagement debris and kill assessment analysis.
Pre- and post-mission analyses of flight test events high strain rate, material deformation, projection and trajectory simulations.
Support test and evaluation and range safety working groups.
Engagement in mission planning and mission analysis reviews.
Range safety support for all flight test events from initial test concept development through execution for MDA flight test, non-MDA missions and special studies as requested.
Range safety analysis support and design to include the following:
o Mission specific analysis.
o Target assessment, interceptor assessment, engagement assessment and mission risk assessment.
o Perform mission scenario for safety and range constraints, perform analysis and engage in development of test plans for MDA flight test events.
Corvid support in range safety is required to meet the needs and requirements of the Range Commander’s Council and Range Safety Officers for each range including but not limited to are executed.
The total estimated dollar value of this contract is . The planned funding type is Research, Development, Test & Evaluation and FMS, and the current funding profile for this effort is illustrated in the table below:

Corvid has advanced knowledge in using CSP, High Fidelity Computational Physics (HFCP), computational structural mechanics, computational aerodynamics, high strain rate analysis, reaction mechanics, and numerical methods for HFCP. The Government has unlimited rights to the input decks and information received from Corvid under the contract;
Corvid has specialized knowledge of advanced CSP, HFCP, computational structural mechanics, computational aerodynamics, high strain rate analysis and reaction mechanics that have been developed over more than 15-years of performing these types of unique services to the MDA.
The computational analysis requires substantial computer processing capabilities which is met by Corvid’s internal super-computer and developed electronic infrastructure.
As documented in J&A 14-0006, MDA Test and Evaluation engineering resources estimated at that time, a in duplication of costs in attempting to replicate or acquire services from an alternative source, should one exist. This estimate is premised on the assumption purchase of software government purpose data rights is possible and includes establishing the infrastructure (super-computing, security, etc) necessary to run the software and the training and development (learning curve) of a cadre of personnel to operate, maintain, interpret and document outputs (deliverables) of the modeling and simulation processes. The conditions and limits in the market place that existed in 2014 in generating this estimate are unchanged as of today. Adjusting for inflation between 2014 and 2021, the estimated duplication of cost today is substantial at
. These costs could not be recovered through competition.
This requirement supports the active MDA Integrated Master Test Plan and is essential in accomplishing the MDA’s mission.
7. Description of Market Research Conducted (FAR Part 6.303-2(b)(6), (8) and (10)).
In accordance with FAR 5.101 and PGI 206.302-1(d), a formal Sources Sought notice, MDA21ABSSN02, was published on June 15, 2021 via SAM.gov contract opportunities and remained open for 15-days for comment and/or capability statements for interested vendors. The notice stated that its purpose was to find potential sources capable and interested in performing the flight test and range safety computational analysis for missile flight test events in support of MDA requirements. The notice provided a summary description of the requirements to be met under any future contract that may be solicited and awarded. The notice did not describe or require any specific technical or software solution for meeting the requirements, or any type of restrictive statement that would otherwise unduly restrict potential competition.

Only one response was received by the close of the sources sought notice on June 30, 2021. The response and capabilities statement was from Corvid. Corvid’s capability statement provided a general overview of their high-fidelity physics based (HFPB) modeling and simulation software tools, Velodyne and RavenCFD that are designed for impact analysis and modeling, simulation and prediction. The capabilities statement included references to the commercial uses of their HFPB software and related tools to meet NASA, Sandia National Laboratories and the University of Minnesota analysis and modeling requirements. Corvid’s capability statement also highlighted its specific experience and its trained engineers to maximize the capabilities of its analysis and modeling tools as applied to any requirement.
As information was gathered and initial conclusions were reached, additional market research sources and activities were conducted as necessary. Sources included both formal and informal mechanisms commensurate with the complexity, dollar value and past experience acquiring this and similar items. The additional market research methods used were:

The incumbent small business, Corvid, is deemed the only source that currently possesses the capability via their proprietary HFPB software tools, in-house supercomputer, and in-depth technical knowledge of impact and debris analysis to develop algorithms and provide services to satisfactorily meet the MDA requirements.
The market research found that Corvid is the only known source capable of satisfying the unique requirements described within this J&A. Additional efforts to develop alternate sources with similar capabilities will substantially duplicate costs and create unacceptable delays in fulfilling the MDA requirements.
8. Determination of Fair and Reasonable Cost (FAR Part 6.303-2(b)(7)).
In accordance with FAR 15.402, the Contracting Officer shall ensure that all supplies and services under this contract are procured at a fair and reasonable cost. The contractor will submit fully burdened fixed hourly pricing for requisite labor categories needed for performance throughout the period of performance. Historical pricing for labor and computer processing unit hours has remained stable over last 7-years. This information in conjunction with comparable commercially available labor category rates provide an adequate basis for fair and reasonable pricing determinations. As required, the Contracting Officer will conduct thorough negotiations to ensure fair and reasonable pricing is obtained under the awarded contract.
9. Any Other Facts Supporting the Use of Other Than Full and Open Competition (FAR Part 6.303-2(b)(9)).

10. Actions Taken to Remove Barriers to Competition (FAR Part 6.303-2(b)(11)).
MDA’s requirements for this effort require unique and specialized capabilities that can only be met from substantial investment in HFPB software solutions, computing power and intellectual capital. Future efforts will continue to seek, through industry outreach and market research, software agnostic capabilities to satisfy the MDA requirements. Upon discovery of at least two companies demonstrating capabilities to satisfy the MDA requirements, competitive acquisition procedures will be implemented.
