Amendment 01 to Class Justification and Approval (CJ&A 21-0382)
This document is an Amendment 01 to a Class Justification and Approval for use of other than full and open competition. The amendment revises and replaces the original CJ&A 21-0382, which was approved on 29 April 2022, and authorizes the Naval Air Systems Command (NAVAIR) to issue a Basic Ordering Agreement (BOA) to General Atomics-Aeronautical Systems Inc. (GA-ASI) in Poway, California to support the MQ-9 Reaper Marine Air Ground Task Force (MAGTF) Unmanned Aircraft System (UAS) Expeditionary Medium Altitude Long Endurance (MALE) System for PMA-266. The original BOA was issued on 27 January 2022 with the first delivery order awarded on 09 September 2022. Authority to act under this CJ&A expires on 31 January 2027.
This amendment incorporates sustainment engineering support, conversion of sensors and payloads to United States Marine Corps (USMC) configurations, and procurement of additional Ground Control Stations (GCS) into the overall requirement. The supplies and services covered include: conversion of MQ-9A Block 5 Reaper air vehicles to approved USMC configurations; recurring and non-recurring engineering, investigations, analyses, surveys, and studies; training and associated support; hardware, support equipment, kits, consumables, materials, spares, and repair parts; programmatic, engineering, logistics, and technical support; Engineering Change Orders and Change Proposals; software builds and sustainment; testing and flight demonstration support; cybersecurity support; and related technical, financial, and administrative data. The sustainment engineering support effort comprises the majority of this amendment increase. GA-ASI is determined to be the sole source capable of fulfilling these requirements due to its unique capabilities as the sole designer, developer, manufacturer, and integrator of the MQ-9 UAS since 2005, its familiarity with the work required, and the unacceptable delays that would result from pursuing alternative sources. Sources Sought notices were posted in June 2021 and October 2022 with no interest from other sources. The contracting officer has determined the anticipated cost to be fair and reasonable. NAVAIR has no current plans to compete future contracts for these supplies and services but will assess feasibility if another potential source emerges.
