JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity

The Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center, Corona Division (Corona Division), Contracts Department Code 0221.

2. Description of the Action Being Approved

This Justification and Approval (J&A) authorizes the award of a Firm-Fixed-Price, Contract on a sole source basis to Accelerated Knowledge Transfer (AKT) Optimize, 5785 Cherokee Terrace, Cumming, GA 30041. This is for the procurement of Job Performance Aids (JPAs) in support of MCSC Program Manager Ammunition. This J&A shall be effective from the date of approval to the end of the contract term.

3. Description of Supplies/Services

The United States Marine Corps (USMC), Program Manager (PM) Ammunition has the requirement to manage ammunition. As part of this requirement, USMC PM Ammunition has the responsibility to train the Ammunition Technicians within the USMC on ammunition management. This training includes identification of different types on munitions, inventory management, transportation and safety of ammunition. To facilitate this requirement PM Ammunition requires the video graphing of Job Performance Aids (JPAs) in a format suitable for playback on multiple platforms (including laptops and tablets). These JPAs must be in a suitable format to be accessible through the Marine Ammunition Knowledge Enterprise. The Government has identified the following JPAs that are required as shown below:

AKT has proprietary accelerated knowledge transfer web based software that reduces the turnaround time and cost of JPA development. This is accomplished by automating the development and editing process for JPA creation. The automated transition of raw multimedia asset to HTML5 format allowing for editing through a collaborative online forum significantly reduces time and costs for each project. The saving to the government is approximately per JPA at two-thirds less time than manual programming and technical authority that is the industry standard.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable

In accordance with (IAW) FAR 13.106(b)(i), a sources sought notice was posted on the Beta SAM website to announce the Government’s intent and request interested parties submit a capability statement indicating if they can provide the supplies listed in the statement of work. The posting was issued on 18 June 2020 with a closing date of 23 June 2020. Responses were received from the following companies; Metropolitan/First Rule, Media Magic, LLC, Wrigley Media, Designs of the World, LLC, Crowdwinner Media, Argentine Productions, Colonial Systems, LLC, and Film for Food. The technical point of contact determined that these vendors were not capable of creating the quality and characteristics of AKT. The technical point of contact identified the four reasons as to why vendors other than AKT were not technically capable. The first being the remote access to video editing, allowing for rapid production nd review of training videos by the customer to ensure quality. The second is rapid production; due to the remote access to the video, the turn around on production is days rather than the industry standard of weeks, saving in production costs and impacts to Government operations. The third is the approved consistency and format with the current video training aids previously created by AKT. The fourth and final reason is that all these characteristics are proprietary to AKT and cannot be duplicated by other similar vendors in the industry. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any company other than AKT Optimize to provide the required service.

7. Determination of Fair and Reasonable Costs

The Contracting Officer has determined that the anticipated costs to the Government for the items covered by this J&A will be fair and reasonable. Significant (or similar) quantities of this requirement have been purchased from the offeror in the past and cost/pricing information was received on those past procurements. This information should be sufficient to support the fair and reasonable cost determination of this procurement.

8. Actions to Remove Barriers to Competition

For the reasons set forth in Paragraph 5, NAVSEA, Corona Division, Contracts Department, Code 02 has no plans at this time to compete future contracts for the types of items covered by this document. If another potential source emerges, Code 02 will assess whether competition for future requirements is feasible.
