PO BOX 5000

CORONA, CA 92878-5000

IN REPLY REFER TO

J&A No. 50,257

Ser 02/2858

JUSTIFICATION FOR AN EXCEPTION TO FAIR OPPORTUNITY

1. Contracting Activity

The Naval Sea Systems Command, Naval Surface Warfare Center, Corona Division (Corona Division), Contracts Department Code 02.

2. Description of the Action Being Approved

This Justification and Approval (J&A) authorizes the award of a Firm-Fixed-Price, Contract on a brand name basis for Dell hardware and backup software licenses in support of the Material Readiness Assessment Division (AR10). This J&A shall be effective from the date of approval to the end of the contract term.

3. Description of Supplies/Services

AR10 requires the procurement of hardware and software to perform tech refresh of the rapidly aging, failing, and non-IA compliant Material Readiness Assessment - Business Intelligence (MRA-BI) system components and to accommodate growing demand from the Fleet for Advanced Data Analytics products.

OM&N $560,700 $560,700

4. Statutory Authority Permitting Other Than Full and Open Competition

10 U.S.C. 2304(c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements as implemented by Federal Acquisition Regulation (FAR) 16.505(b)(2)(i)(F). This acquisition is conducted under the authority of the Multiple Award Schedule (MAS) Program. The procedures in FAR subpart 13.5 will be utilized for this procurement in accordance with 41 U.S.C. 1901.

5. Rationale Justifying Use of Cited Statutory Authority

With MRA-BI growing at an exponential rate, including the addition of Ship Maintenance Data Improvement Initiative (SMDII) and Combined Portfolio Assessment System (COMPASS), designing a system required not only handling the current requirements but having the ability to add additional resources when necessary is crucial to maintaining Navy Superiority.

Currently, Dell PowerEdge servers support the infrastructure and in order to retrofit/upgrade on-board have proven to be a streamlined process with software that is used without complications. If a different manufacturer were to be chosen, additional servers would need to be purchased as MRA currently has various brands of servers and continuously spends extra labor hours to manually create specialized patches and updates to maintain the system which prevents the team from automating the system updates/process. Procuring another brand would cost $150,000 in additional equipment needing to be procured to replace what is being used now. Included with all Dell PowerEdge servers is iDRAC, software that allows integrated remote monitoring/management service. This allows the end users to monitor and manage the servers for health and performance, and if another brand were selected, additional software would need to be tested and purchased to meet this requirement. Besides the Dell PowerEdge servers, the Dell Unity 380F flash server and Dell ML3 Tape Backup being requested allows a proven

Ser 02/2858 compatibility with the Dell PowerEdge servers. Having the ability for all of the hardware to come from one manufacturer allows the system administrators to have access to one support team rather than dealing with multiple support teams as the team currently does. The MRA System Administrators have multiple support teams to work with when there is an issue and it is labor intensive each time there is an issue to find the solution that will work for the system. The lack of knowledge or nonexistent support due to custom integration has caused the team to be without support and spending upwards of hundreds of hours trying to troubleshoot problems on their own. With Dell Enterprise support, whether through Dell or an Authorized Partner, the support team knowledge will cover all the hardware therefore have the ability to help troubleshoot if/when a problem arises.

The Cisco (Catalyst and Nexus) switches being requested would be an addition to, rather than a straight replacement. If the Cisco switches were not to be purchased, additional switches would need to be purchased to replace existing switches in order to be compatible, which would cost the Government an additional $50,000 that would not be recouped through competition.

Additionally non-Cisco equipment would require more time and effort to determine the cybersecurity requirements and performance requirements.

With the Veeam Backup solution, multiple administrators already have domain knowledge of the requested software, giving the ability for immediate deployment once received. Veeam gives us the ability to back up virtual and physical environments. Veeam supports native transactional data within Oracle database which is part of the current infrastructure. Supports both disk based and tape based back-ups with no third party tools. This has been determined after viewing multiple product demonstration and tutorials of multiple products with meeting the requirements that has been set by team. If another backup solution were chosen, then additional time would be needed to learn how to operate the software, leading to a delay in deployment and lack in confidence for data protection of MRA-BI.

The Qlogic cards requirements is compatibility for integration and will not void the warranty for the current Dell PowerEdge Servers that are implemented into the MRA system and these cards meet the basic requirements after research was completed.

Ser 02/2858

MRDB-BI system has several Oracle Engineered appliances that are aging rapidly and no longer have an adequate vendor support to address critical vulnerabilities outlined in the current ATO conditions. The requested hardware and software is either similar to the remaining existing hardware in the system that meets cyber security compliance and system performance requirements or requires the skill set for configuration/accreditation that the program has in house. By procuring items that have been tested for the MRDB-BI system, the implementation costs and time would be minimized. The specific configurations within this request are necessary in order to provide the technical capacity to meet MRDB-BI functional requirements and to integrate into the existing MRDB- BI network configuration. If non-similar hardware were introduced, additional support costs and time could hinder operation, maintenance, and support of MRDB.

Based on the information contained above, the impact of deploying equipment manufactured by a different vendor would entail additional administrative, research/training, setup/configuration, and accreditation costs. The labor would include three (3) NT-5 and one (1) ND-4 Engineer. This would cost the government $318,840 that could not be recouped through competition as shown below.

EFFORT HOURS LABOR RATE COST

Administrative 240 $133 $31,920 Research/Training 960 $133 $127,680 Configuration & Deployment

720 $133 $95,760

Accreditation Updates

480 $133 $63,480

TOTAL COST $318,840

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable

A Sources Sought Notice (SSN) was posted on the Contract Opportunities (SAM.gov) website on 3 August 2021 to express the Government’s intent for the purchase of Dell and CISCO equipment/items. No responses from industry were received. For the reasons set forth in Section 5, no additional efforts were made to solicit offers from additional vendors.

Ser 02/2858

7. Determination of Fair and Reasonable Costs

The Contracting Officer has determined that the anticipated costs to the Government for the items covered by this J&A will be fair and reasonable. Significant (or similar) quantities of this requirement have been purchased from this offeror in the past and cost/pricing information was received on those past procurements. This information should be sufficient to support the fair and reasonable cost determination of this procurement.

8. Actions to Remove Barriers to Competition

For the reasons set forth in Paragraph 5, Code 0221 has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges, Code 02 will assess whether competition for future requirements is feasible.
