2. Describe the contract action, to include the dollar value and the type of limited justification.
This acquisition is conducted using FAR Part 13 Simplified Acquisition Procedures and was conducted by soliciting from a single source in accordance with FAR 13.106(b)(1)(i). This requirement will be awarded to Mammoth Global Partners, Inc. in the amount of $102,298.83.
3. Description of the Supplies/Services
DLA Distribution has a requirement to obtain cloth face masks for multiple DLA depots CONUS and OCONUS. 17,213 facemasks were ordered to help maintain operations, balance public safety and to combat the spread of this disease, while ensuring the continued operation of the daily functions at all depots. This purchase is a DO rated defense contract and is considered to be part of the Essential Critical Infrastructure Workforce. The delivery time period is 7-10 days for delivery.
4. Justification Rationale for Use of Sole Source
The purchase for cloth face masks is a sole source requirement. Masks are needed at DLA Depots to combat the spread of COVID-19. A sole source requirement was conducted because of the urgent and compelling need of the masks and normal procedures would result in unacceptable delays. DLA worked with Mammoth Global Partners, Inc. before and knew they could provide the required masks.
Mammoth gave the government a discount of $1.01 off per mask.
