MEMORANDUM FOR RECORD
SUBJECT: Sole Source Solicitation /Contract # SP3300-21-Q-5013
REFERENCE: FAR 13.106(b)(1)(i)
1. Identification of the Agency and Contracting Activity
DLA Distribution, DLA Distribution J7 BLDG 430 Mifflin Ave New Cumberland PA 17070
2. Describe the contract action, to include the dollar value and the type of limited justification.
DDPW is required to maintain the structural integrity and upkeep of the storage racking at our Bangor site (B7000) per the International Building Code. Currently there are areas with damaged racking, meaning components deemed unsuitable for bearing loads per the original engineering documents. This means that all these identified damaged racking structures must be replaced with new racking that can bear loads greater than or equal to the original. The estimated dollar amount is $85,725.00. This acquisition is conducted under FAR 13.106(b)(1)(i).
3. Description of the Supplies/Services
Contractor will remove and replace all damaged upright columns that are deemed unsuitable for bearing loads. The contractor will re-anchor all new materials per the existing racking or per the requirements of the new racking whose capacities are greater than or equal to the existing. All new anchor bolts must be inspected by a licensed third-party inspection agency and proof of adequate anchorage must be submitted for review by the government. All load beams that are damaged and deemed unfit for bearing loads will be removed by hand and replaced with materials greater than or equal to the existing seismic load capacities. Contractor must field measure and verify all necessary materials and ensure that tolerances are within the acceptable limits of the original engineering.
To repair the identified damage of these racking system the Contractor will, manufacture, deliver, and install (76) Rack Repair Kits and (37) Damaged Beams to repair this damage.

4. Justification Rationale for Use of Sole Source Restriction of sources for this acquisition is justified in accordance with FAR 13.106(b)(1)(i). The racks in building 7000 at Naval Base Kitsap Bangor, Washington present a major safety concern to employees, material, and the building. Some of the racks have extensive damage to the uprights which in the right situation could result in a catastrophic failure resulting in damage to material, other racking systems, material handling equipment, and could also result in human loss of life or limb. Mitigating actions such as relocating material from locations and/or reducing weight limits have been completed; however, these measures are temporary solutions and do not lessen the need for and importance of a complete, proper, and permanent solution. The priority for the repairs is compounded by the limited space availability to relocate material and customer demands; leaving DDPW leadership in a position with very limited options. The ideal solution is to have the racks repaired as quickly as possible by the same vendor that inspected the racks and recommended the repairs/replacement as necessary.
5. Market Research and Interested Sources Market research was conducted on GSA Advantage to see if there were the same or similar services. The search yielded no results. The proposed vendor for this action is:

6. Determination
Based on the above information, the contracting officer hereby determines this requirement will solicited as a sole source procurement.

8. Fair and Reasonable
A Simplified Acquisition Award Document (SAAD) will be executed to determine the purchase order award fair and reasonable. The Contracting Officer is confident that pricing will be determined fair and reasonable based on comparison to similar services.
