STATEMENT OF WORK

Maryland Department of the Environment Regulatory Oversight and Technical Review of the Goddard Space Flight Center, Greenbelt, MD

Environmental Restoration Program

January 24, 2024

1. Objective/Requirements

The Goddard Space Flight Center (GSFC) Environmental Restoration Program is responsible for the identification, investigation, and restoration of environmental sites, in accordance with federal and state laws. As such, the Maryland Department of the Environment (MDE) is required to review and approve the work. NASA GSFC has a requirement for technical review and state regulatory oversight from the MDE commencing at site identification and continuing through remediation, and other activities that may be conducted under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA).

2. Characteristics, Scope, and Specs

MDE shall perform the following services:

Technical review, comment and recommendations on all documents or data submitted to the MDE by NASA GSFC. The anticipated documents requiring review by MDE are listed below. NASA GSFC will submit draft and final versions of documents, including written responses to MDE’s comments.

o (1) Site Wide Data Gap Investigation Summary Report o (1) Off-Property Investigation Work Plan o (1) Optimization and Sampling and Analysis Plan for Groundwater Long-

Term Monitoring o (1) Focused Feasibility Study o (1) Building 5 Vapor Intrusion Investigation Summary Report o (1) Long-Term Groundwater Monitoring Report o (1) Pilot Study Work Plan

The Investigation Summary Report may identify other necessary investigations or response actions. Additional documents could include:

o (1) Sampling and Analysis Plan o (1) Data Summary Report o (1) Action Memo

Regulatory concurrence for CERCLA actions undertaken at NASA GSFC.

Identification and explanation of State applicable or relevant and appropriate requirements related to CERCLA actions at GSFC.

Site visits and meetings to review NASA GSFC CERCLA actions and ensure their consistency with appropriate State requirements. Assume four site visits or in person meetings, and one 1-hr virtual meeting per month.

Participation and cooperation with NASA GSFC in the conduct of public education and public participation activities in accordance with Federal and State requirements for public involvement. Assume attendance at two public information sessions.
