Statement of work:

This procurement is for a custom‐made shipping container for the STORIE project. The container will be used to transport the instrument and keep it safe from mechanical damage and humidity. GSFC provided preliminary design requirements of the container and vendor developed quote. Finalized design requirements to be delivered by GSFC and the vendor will build according to these specifications that are consistent with the provide quote. Preliminary specifications are given below, final specifications to be consistent with final drawings/design.

Main Preliminary Specifications:

1) Make from M120‐192B96S96UA‐RSEXCEPT

2) Use Viton seal instead of standard seal

3) Finish with CHEM FILM PER MIL‐DTL‐5541, Type 1 Class 1A all aluminum surfaces

4) Stencil as indicated in drawings

5) Assemble using 3M 2214 epoxy adhesive, cure 250 F for one hour min to prevent outgassing.

Seal inside as needed. Rivets and other thru hardware using 3M 2216 epoxy adhesive, cure 150F for 2 hours min to prevent outgassing.

6) Approx. weight. Cover only 97 LBS, empty container assy 112 LBS

7) Include forklift guides, include casters

8) Include purge port (2) and automatic pressure relief valve

9) 4 handles for cover lift

10) 4 grapple lift points.

Beyond these design specifications, the GSFC team has reviewed the procurement for this ground support system against NASA requirements (https://standards.nasa.gov). NASA standard “NASA‐STD‐

5005 REV D W/CHG 1 ‐ STANDARD FOR THE DESIGN AND FABRICATION OF GROUND SUPPORT

EQUIPMENT” describes requirements for ground support equipment including shipping containers. Key requirements, from that document as applied to shipping containers and the specifics of the STORIE project are listed below and the design should comply with these requirements. Note, the requirements are tailored to the specific needs of the STORIE mission which is a sub class D mission under 7120.8.

1) “GSE should be designed so that it can be transported by ground, air, or sea using commercially available methods. Containers should be designed to accommodate all planned transportation, handling, and storage methods. ”

2) Structures:

a. “The design of steel structures fabricated from conventional rolled shapes shall be in accordance with the AISC 325, Steel Construction Manual, using the Allowable Stress

Design method. ”

b. “The design of aluminum structures fabricated from conventional rolled or extruded shapes shall be in accordance with Aluminum Association ADM, Aluminum Design

Manual. ”

3) Factors of safety:

a. “GSE structures shall be designed to a minimum factor of safety of 2 against deformation or yielding that impairs the function of the part and a minimum factor of safety of 3 against collapsing, buckling, exceeding the ultimate load, or failing to support the design load. ”

4) “Transportation equipment shall be designed so that loads imparted to flight hardware do not exceed 80 percent of the flight limit loads. “

5) Materials, treatments, and preparation selected to prevent contamination of flight hardware due to issues such as outgassing.
