About this file

This is a Justification and Approval document for a sole source contract award under GSA Class Deviation RFO-2025-06.

The General Services Administration, Public Buildings Service, Project Delivery Contracting Division-DC is procuring chandelier installation services for the West Wing to support the America 250 Celebration. The scope of work includes removing and salvaging four existing historic chandeliers and components, installing customer-provided chandelier medallions, and installing required wiring, circuits, switches, and other electrical infrastructure for proper functionality. The procurement is being conducted as a sole source acquisition under the statutory authority of 41 U.S.C. 3304(a)(2) for "unusual and compelling urgency" rather than through full and open competition. The selected vendor is Agile1Tech Corporation (UEI: D7V1RNQ693B1), an 8(a) socially and economically disadvantaged small business. The work must be completed over a weekend prior to June 2026 anniversary events. Agile1Tech was selected based on its recent completion of a similar chandelier installation project at the White House, expertise in bracing heavy chandeliers in historic structures, experience with gas-to-electric conversions for lighting systems, capability to source specific chandeliers, and security clearance for the compound. Market research determined that limited vendors possessed the requisite combination of technical expertise, historic preservation experience, security clearance eligibility, and capacity to meet the accelerated timeline. The Contracting Officer (Kimberly Travis) and Contract Officer's Representative (William R. Atchinson) certified on June 5, 2026 that the requirement meets government needs and that the anticipated cost will be determined fair and reasonable through cost and price analysis prior to award.
