DEPARTMENT OF THE NAVY
NAVAL SURFACE WARFARE CENTER
CORONA DIVISION
PO BOX 5000
CORONA, CA 92878-5000
IN REPLY REFER TO
J&A No. 50,248 Ser 02/2787
JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity
The Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center, Corona Division (Corona Division), Contracts Department, Code 0221.
2. Description of the Action Being Approved
This Justification and Approval (J&A) authorizes the award of a Firm-Fixed-Price, Contract on a sole source basis for the procurement of designing, developing, and maintaining web-based training (WBT) in support of NAVSEA Corporate Operations and Total Force Directorate to Sunset Design & Programming, Inc., 3217 Ocean Drive, Oxnard, CA 93035. Authority to act under this J&A shall be effective from the date of approval to the end of the contract term.
3. Description of Supplies/Services
NAVSEA has a requirement to procure (1) Tying Readiness to Operational Availability (Ao) at Cost Modeling web-based awareness-training course, (1) Baseline Assessment Memorandum (BAM) Process web-based awareness-training course, (1) Maritime Allowance Readiness Based Sparing Re-Provisioning and Change Review Board (MARRC-RB) web-based awareness-training course, (1) NAVSEA Integrated Logistics Assessment (NILA) web-based awareness-training, (1) Program Support Data web-based awareness-training, (1) Integrated Logistics Support (ILS) web-based awareness-training, (1) NAVSEA Commonality web-based awareness-training, and (1) Principles of NAVSEA Logistics (PNL) web-based awareness-training courses that will be accessible through the Total Workforce Management Services (TWMS) system.
The purpose of these trainings are to develop the skills, training, competencies, and certifications for the NAVSEA Enterprise, to include Directorates, Program Executive Offices, General Fund field activities, Warfare Centers, Supervisor of Shipbuilding, shipyards, and Regional Maintenance Centers. The Government has identified the following WBTs as shown below:
J&A No. 50,248 Ser 02/2787 downtimes. Time delays would impact mission readiness and deny critical information from dissemination.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
A sources sought notice was posted on the SAM (sam.gov) website to announce the Government’s intent and request interested parties submit a capability statement indicating if they can meet the specifications listed in the statement of work and drawing. The posting was issued on 11 June 2021. One business responded and submitted a capability statement. Cyber Training Technologies’ (CTT) capability statement was sent to the technical code for evaluation and was found unacceptable due to the lack of information needed to make a determination.
Cyber Training Technologies (CTT) failed to show the capability to create web-based training per our requirements. While they have a clear history of working with Government agencies and contractors, nowhere in their capabilities statement, nor published on their website, do they provide an example of web-based course development other than simply stating that they can.
Cyber Training Technologies’ (CTT) current and past performance emphasis seems to focus primarily on mobile applications. And while there is mention of work that they have contributed to an Army Learning Management System, it would appear that their content is predominantly video-based. Our specific needs are development and programming as it not only pertains to web-based, self-paced training, but specifically addresses the need for updates to existing courses that need redevelopment.
Cyber Training Technologies (CTT) would have needed to show the capability to work with existing, custom course source files to update content previously programmed for NAVSEA. They also failed to show evidence of 508 accessibility requirements and how to program online content to meet those restrictions, to include custom coding of screen reader software in conjunction with the existing and new content development. Their website speaks to their ability to SCORM wrap products, but fails to expand on their capabilities pertaining to the actual product in which they are SCORM wrapping, which is the true product and tantamount in providing value added content.

7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated costs to the Government for the items covered by this J&A will be fair and reasonable. Similar quantities of this requirement have been purchased from this offeror in the past and cost/pricing information was received on those past procurements. This information should be sufficient to support the fair and reasonable cost determination of this procurement.
8. Actions to Remove Barriers to Competition
For the reasons set forth in Paragraph 5 and 6, NAVSEA, Corona Division, Contracts Department, Code 02 has no plans at this time to compete future contracts for the types of items covered by this document. If another potential source emerges, Code 02 will assess whether competition for future requirements is feasible.
