About this file
This is a HAF Call notification issued by the U.S. Air Force on August 2, 2018, regarding power source requirements for the Common Munitions BIT Reprogramming Equipment (CMBRE). The notification announces that an existing Engineering Technical Assistance Request (ETAR) for temporary grounding of aircraft generators will be rescinded no later than December 31, 2018. Aircraft generators used with CMBRE can produce up to 200,000 volts at 200 amps and lack over-current protection or Ground Fault Interrupt (GFCI) protection, necessitating proper power sourcing.
The CMBRE requires 3-phase 400Hz power at 115 Vac, 15 amps per phase to operate. For home station use, the primary power option is permanently installed 400Hz facility power provided by Civil Engineering or via a Pacific Power Supply ASX-345 or ASX-360 depending on local and weapons requirements. The secondary option involves diesel-powered generators, specifically the MEP-1041 (NSN 6115-01-561-7466) or the MEP-813 (NSN 6115-01-274-7392), with the MEP-813 no longer procurable but suitable if available. For deployed operations, MEP generators are the first option and may require pilot units to increase CAT A UTC allowance standards. Units unable to comply with these power requirements must report this LIMFAC to HQ ACC/A4WC via email at acc.a4wc.cms@us.af.mil through their MAJCOM no later than September 31, 2018. The notification applies to all MAJCOMs and AF Units.

Subject: Power Sources for the CMBRE Date: 2 August 2018
HAF Calls provide notification to the field on issues that require special emphasis.
Issue: The Common Munitions BIT Reprograming Equipment (CMBRE) Engineering Technical Assistance Request (ETAR) for Temporary Grounding of Aircraft Generators will be rescinded NLT 31 Dec 2018.
Aircraft generators can produce upward of 200,000 volts/200 amps and do not contain over-current protection or Ground Fault Interrupt (GFCI) protection.
CMBRE power requirements are as follows: 3 phase 400Hz, 115 Vac, 15 amps per phase to operate. Power option priorities are as follows:
1. 400Hz Facility power. This can be achieved by a permanently installed power generator by Civil Engineering or via a Pacific Power Supply ASX-345 or ASX-360 depending on local and weapons requirements.
NOTE: The primary option for home station CMBRE use should be permanently installed power with the Pacific Power Supply being an alternative. A tertiary option to power is listed below and may require an increase to CAT B UTC allowance standards for the MEP NSN’s listed below.
2. Diesel powered generators. Either the MEP-1041 (NSN 6115-01-561-7466) or the MEP-813
(NSN 6115-01-274-7392). The MEP-813 is no longer procurable, but is suitable if available.
NOTE: The MEP generators should be the first option for deployed CMBRE use and may require pilot units to increase CAT A UTC allowance standards. An alternative solution for deployed power is the Pacific Power Supply.
Emphasis Required: If units are unable to comply with the power requirements listed above report this LIMFAC to HQ ACC/A4WC via email at acc.a4wc.cms@us.af.mil through your MAJCOM NLT 31 September 2018.
Questions: Contact your MAJCOM Functional Manager.
Distribution: All MAJCOMS and AF Units
