The Federal Bureau of Prisons is conducting market research in accordance with Federal Acquisition Regulation, Part 10. A single solicitation will be issued for Install ANSUL System. The Federal Bureau of Prisons (FBOP), Federal Correctional Complex (FCC) Florence located at 5880 State Highway 67 South, Florence, CO 81226 intends to make a single award to a responsible entity that will provide all necessary equipment, labor, materials, and incidentals to Install ANSUL System.
This sources sought questionnaire is for information purposes only. The described requirement may or may not be included in the subsequent solicitation.
A summary of the requirements is as follows:
1. Identify existing fire suppression systems and fire detection alarm systems that are in the food service departments of the Federal Correctional Institute (FCI) and the United States Penitentiary Administrative Max (ADX).
a. Identify all zones that will require modification to install a new clean-agent chemical fire suppression system in the existing 14 kitchen hoods. See supplied drawings and photos.
b. Provide a project plan to the Contracting Officer that shows in detail the order of operation to complete the project. The project plan must include project goals and time frames that specify purchase, sign, deliveries, installation, testing, and post certification at a minimum. The project plan must include a detailed breakdown of the above per institution.
2. Furnish and install a fire suppression system that protects ducts, plenums, and commercial cooking appliances in all kitchen hood systems located at the FCI and the ADX. Each system shall be conforming to all National Fire Prevention Association 13, 25, 17A, 96, 72 codes. The new fire suppression systems that are installed by the contractor shall be listed by Underwriters Laboratories and installed per manufacture specifications. A clean-agent chemical, cartridge-operated, regulated pressure type with a fixed nozzle agent distribution network that is capable of automatic detection and actuation as well as remote manual actuation is required for this contract.
3. The contractor shall purchase and install the new fire suppression systems as required by NFPA 17A, 96, 72, 25, 13, 25 codes and manufacture specification.
4. The contractor shall provide an electronic copy of the new fire suppression and alarm system drawings to the Contracting Officer in DWG, PDF, or a compatible format for review. All drawings will be reviewed and must be accepted prior to work beginning at the FCC Florence Complex.
5. The contractor shall supply an electronic copy of all specification (cut sheets) on all materials, equipment, and alarm components that will be utilized to complete the project in PDF format. These items will have to be approved by the Federal Bureau of Prisons prior to work beginning.
6. All new fire suppression systems that are installed shall require to be tied into the current EST-4 fire alarm system. A Fire Alarm Technician who is certified by local authority or by manufacture’s certification shall complete this. The new fire alarm components shall communicate with the current fire alarm panel that is utilized at each institution and shall communicate alarms to the control center in the event of tampering, smoke detection, flow, or discharge. The current fire alarm panels at all institutions are Edwards EST-4 emergency communication platform.
7. The contractor shall identify the existing wet sprinkler system zones that are supplying the kitchen hoods and drain these systems. The contractor shall remove the existing wet system components that are being replaced by the new fire suppression system. All section of the wet systems that are removed and replaced with the new systems will need to be capped off in a manner that allows the wet system to continue to work in other areas of the kitchens.
a. Drain the fire sprinkler system zone and related Molitron components for each hood.
b. Cut piping above the control valve of the Molitron stations and remove the cast iron fittings so that the Molitron stations are no longer in service for each kitchen hood.
c. Thread on a permanent cap and refill the fire sprinkler zone so that the existing wet system is still operational in other areas of the kitchen that require a wet sprinkler system.
8. The contractor shall provide a Post Service Certification at the completion of the new fire suppression system at each institution. Someone with a NICET Level III shall conduct the Post Service Certification inspection. The post service certification shall include the following components and information.
a. A review and final acceptance of the installation of the new system and all related components as they are installed and recorded on as-built Service drawings.
b. Testing and inspection of the new fire suppression system and related components as required by NFPA 25, 72, 17A, 96, and 13 regulations set for inspecting fire suppression systems.
c. A Post Service Certification memo shall be submitted for review to the Contracting Officer.
The memo must include the final “as built drawings” of the system and fire alarm system, operation and maintenance manuals of all equipment installed, and a letter stating that the system is operational and installed per NFPA and manufacture regulations.
9. The contractor shall complete all the installation requirements described and the Post Service Certification memo before starting the next institution.
a. The installation of the new fire suppression systems at each institution, demolition of existing wet sprinkler zones, remove and cap off Molitron stations, completion of alarm package and Post Service Certification shall be completed at each institution before installation can begin at the next institution.
10. Federal Bureau of Prisons (FBOP) staff will be responsible for taking down and replacing the sheet rock on the ceilings and walls in the kitchen areas to allow access to the current kitchen hood fire suppression systems. This shall take place once the Federal Bureau of Prisons (FBOP) approves the Contractor’s drawings of the new systems. The contractor will be responsible for lock-out and tag-out of any electric work that is needed that is not part of the alarm system connections such as but not limited to, exhaust fans or lighting in the area. The contractor is solely responsible for all electrical work for the entirety of the project. The contractor is also responsible for all gas shunt valves, electrical shunt breakers, and any connecting controls that ensure gas and electric is shut off. The contractor is responsible for all demo and installation of any high/low voltage that might be require for the removal of the old systems and the installation of the new systems. FBOP facilities communication technician staff will be available as Subject Matter Experts (SME) during the installation of the fire alarm portion of this project.
EST-4 Fire alarm panel wiring diagrams and operational manuals are available for the contractor’s review.
11. Total hoods, sprinkler heads and Molitron stations at each institution that require removal and replacement with new fire suppression systems are as follows:
a. Federal Correctional Institute (FCI)
1) 7 Total hoods with a total of 26 sprinkler heads and 5 Molitron stations
b. United State Penitentiary Administration Maximum (ADX)
1) 7 total hoods with a total of 23 sprinkler heads and 5 Molitron stations
12. FCC Florence requires that the Contractor start at the ADX. Once the installation and Post Service Certification is verified and approved, the Contractor will be allowed to proceed to the FCI.

A few notes regarding all FBOP requirements:
1. The resulting solicitation will be distributed solely through the General Services Administration Federal Business Opportunities website at sam.gov. Hard copies of the solicitation are not available. The website provides download instructions to obtain all documents relating to the solicitation. All future information concerning this acquisition, including the pre-solicitation notices, solicitation, and any subsequent amendments, will be distributed solely through the website. Interested parties are responsible for monitoring the website to ensure they have the most current information about the acquisition.
2. Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered in the System for Award Management (SAM) at www.sam.gov. In order to qualify for award, your business size metrics information entered in your SAM registration must be less than or equal to the size standard specified above. You must also have the NAICS code stated.
Each bidder's SAM registration will be reviewed by the Government to confirm that your business size meets the small business size standard requirement and the stated NAICS code is listed. All bidders are urged to double check their SAM registration and update as necessary, including the size metrics information and NAICS code.
