About this file
This Limited-Sources Justification (LSJ) details NASA's planned renewal of ServiceNow software licenses for the Langley Research Center (LaRC) in fiscal year 2026. The acquisition will be conducted under the Multiple-Award Schedule Program, targeting a firm-fixed price delivery order for ServiceNow software licenses and services, including a FedRAMP Premium cloud platform with capabilities such as portfolio management, IT integration management, agile team support, custom application development, and software asset management.
NASA determined ServiceNow is the only responsible source capable of meeting their requirements without risking mission-critical operations. The renewal is essential to sustain enterprise service delivery, IT operations, mission support workflows, cybersecurity compliance, and portfolio management. The total contract period runs from award date through 12/15/2026, with the procurement to be competed among authorized ServiceNow resellers via GSA e-Buy. Market research confirmed that transitioning to an alternative solution would require extensive system replacement, data migration, workflow redevelopment, and potentially compromise operational continuity.

LIMITED-SOURCES JUSTIFICATION
For FY26 ServiceNow Renewal
This is a Limited-Sources Justification (LSJ) prepared by the National Aeronautics and Space Administration (NASA) Information Technology Procurement Office (ITPO).
This acquisition will be conducted under the Multiple-Award Schedule (MAS) Program (Title 41 U.S.C. 152(3)). This competitive action establishes a firm-fixed price delivery order for the acquisition of the FY26 ServiceNow Renewal for NASA Langley Research Center (LaRC). This action is for ServiceNow software licenses and services such as a FedRAMP Premium cloud platform featuring portfolio management, Hub Starter, IT integration management, agile team support, custom ServiceNow applications through CreateNow, non-production instances, and software asset management for comprehensive enterprise workflow solutions.
It is anticipated that award will be made for ServiceNow software services brand-name under General Services Administration (GSA) Federal Supply Schedule (FSS) Multiple Award Schedule (MAS) Special Item Number (SIN) 511210 Software Licenses.
The total estimated value of the proposed order is and the estimated period of performance is Date of Award through 12/15/2026.
Authority Cited and Rationale:
FAR 8.405-6(a)(1)(A). An urgent and compelling need exists, and following normal procedures would result in unacceptable delays.
FAR 8.405-6(a)(1)(B). Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
FAR 8.405-6(a)(1)(C). In the interest of economy and efficiency, the new work is a logical follow-on to an original GSA FSS order provided that the original order was placed in accordance with the applicable GSA FSS ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.
FAR 8.405-6(b), Items Peculiar to One Manufacturer. An item peculiar to one manufacturer can be a particular brand name, product, or a feature of a product, peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer.
Rationale:
LaRC requires the acquisition of the FY26 ServiceNow Renewal. These specific brand name software tools are essential to maintain continuity with many years of software development and support that have been tightly integrated with the ServiceNow ecosystem currently utilized on site. The software licensing and support have been developed, tested, and validated using the current ServiceNow environment. As such, maintaining the licensing and support tools are foundational to the current software architecture and development infrastructure on site.
The renewal of these ServiceNow licenses are essential to sustain NASA’s enterprise service delivery, IT operations, mission support workflows, cybersecurity compliance, and portfolio management capabilities within a secure FedRAMP-authorized environment. Together, these modules enable integrated case management, software asset compliance, automated system discovery, cross-platform integrations, enterprise risk governance aligned with National Institute of Standards and Technology (NIST) and Federal Information Security Modernization Act (FISMA), Agile and DevSecOps planning, AI-enabled search and workflow assistance, document intelligence, and strategic portfolio oversight which support mission continuity, reduce operational cost and risk, and ensure accuracy of NASA’s Configuration management database (CMDB), assets, and service data.
These capabilities are already embedded across NASA’s processes and interconnected systems.
Migrating to an alternative platform or utilizing another vendor at this stage would not only result in extensive technical rework, but also introduce significant programmatic risk. A platform switch would require a complete rehosting and revalidation of existing key system interfaces— all of which would incur substantial cost increases and schedule delays.
Determination by the contracting officer that the order represents the best value consistent with FAR 8.404(d):
ServiceNow software licenses and services will be competed as a brand name solicitation under the GSA Federal Supply Schedule (FSS). This contract vehicle is considered “best in class” by the Office of Management and Budget Memorandum number M-16-02. Prices awarded in the GSA FSS have already been determined to be fair and reasonable. Competition will be open to all authorized sellers on GSA FSS. NASA anticipates multiple vendors to provide a competitive price allowing the contracting officer to determine fair and reasonable pricing. Per NASA PCD 14-01, the contracting officer will analyze the lowest price technically acceptable offer proposed pricing against historical contracts using the proposal analysis techniques at FAR 15.404-1.
Market Research:
Market research was conducted in accordance with FAR Part 10 to determine whether other qualified sources capable of meeting the Government’s requirements exist. Research included a review of GSA eLibrary, GSA Advantage!, GSA e-Buy, discovery.gsa.gov, and calc.gsa.gov, as well as consideration of NASA’s existing enterprise implementation.
The research determined that the requirement supports and extends NASA’s existing ServiceNow enterprise platform. ServiceNow is a proprietary, brand-name solution, and Carahsoft Technology Corp. is the Government Master Distributor and authorized reseller under the GSA Multiple Award Schedule. No other sources or products were identified that could satisfy the Government’s requirements without requiring replacement or significant modification of the existing enterprise system, which would result in substantial duplication of cost, schedule impacts, and increased technical risk. Transitioning to an alternative solution would require a complete system replacement, including data migration, redevelopment of workflows and integrations, user retraining, security reauthorization, and operational downtime. Such a transition would not meet the Government’s requirement to maintain continuity of operations, system stability, and compatibility with existing enterprise services.
Based on the results of this market research, it was determined that ServiceNow, Inc. is the only responsible source capable of meeting NASA’s requirements for the continued use and renewal of the existing ServiceNow licenses. No other qualified sources were identified that could satisfy the Government’s needs without unacceptable cost, schedule delays, technical risk, or disruption to mission-critical operations.
Accordingly, the Government determined that this acquisition is appropriately limited to authorized ServiceNow resellers and that competition will be sought to the maximum extent practicable via GSA e-Buy.
Pursuant to FAR 8.405-6(b)(3)(i), the Request for Quote and approved Limited Source Justification will be posted to e-Buy.
Other Facts:
None
A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made: The Agency will continue to examine the market in the future for alternative solutions or new sources before executing any subsequent acquisitions for the same requirements.
