JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
(JOFOC)
For Accuris Subscription Renewal
1. Federal Acquisition Regulation (FAR) 6.303-2(b)(1) – Identification of the agency and the contracting activity, and specific identification of the document as a “Justification for other than full and open competition.”
This document is a justification for other than full and open competition prepared by National Aeronautics and Space Administration (NASA) IT Procurement Office (ITPO).
The procuring agency is the NASA, and the contracting activity is NASA IT Procurement Office (ITPO).
2. FAR 6.303-2(b)(2) – The nature and/or description of the action being approved:
This justification provides the rationale for contracting by other than full and open competition to award a sole-source contract to Accuris/ Allium US Holding LLC for Accuris Subscription Renewal. This requirement covers a one-year performance period for Accuris Software Subscription for Marshall Space Flight Center (MSFC).
3. FAR 6.303-2(b)(3) – A description of the supplies or services required, to meet the Agency’s needs (including the estimated value):
This acquisition is for the renewal of Accuris Software Subscriptions supporting the Exclusive Electronic Subscription Delivery of Standards Platform for the NASA Technical Standards System (NTSS). The services and products include implementation and support of an Agency-wide electronic, Web-based Technical Standards Platform for accessing technical standards and related information seamlessly via the NTSS. The total estimated cost of the proposed order is and the estimated period of performance is 08/16/2025 - 08/15/2026.
4. FAR 6.303-2(b)(4) – An identification of the statutory authority permitting other than full and open competition:
The statutory authority permitting other than full and open competition for acquisitions using the procedures in FAR subpart 13.5 is 41 U.S.C. 1901.
5. FAR 6.303-2(b)(5) – A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited:
The rationale supporting the use of 41 U.S.C. 1901 is Accuris/ Allium US Holding LLC is the sole source provider for this requirement as described below.
The objective of the Accuris Platform is to provide Agency-wide users, including onsite contractors, with effective access to technical standards and the standards’ metadata from various Standards Developing Organizations (SDOs) via a single-point E-Authorization access provided by and integrated with the NTSS. Accuris has an exclusive right-to-sell the standards content being procured through their proprietary platform called “Engineering Workbench”. The standards content that Accuris provides through their platform has been negotiated with the SDOs by establishing an exclusive licensing agreement between Accuris and the SDOs.
The Contractor delivers approved full-text standard technical and industry subscriptions electronically from the required SDOs via a single-point E- Authorization access provided by and integrated with the NTSS. These critical subscriptions support the Agency-Web-based Technical Standards Platform for accessing technical standards and related information seamlessly via NTSS. These electronic subscriptions are used for NASA design engineering supporting the entire Agency across 16 locations. Within the last year, about 80,000 logins were conducted by the NASA engineers and support contractors used over approximately 130,000 standards from Accuris.
Any interruption in these critical subscriptions would increase the risk in various build and design programs across NASA and cause significate delays in mission schedules such as Space Launch System, Gateway, Human Landing System, and many Science Missions across the Agency. These are Commercial-Off-The Shelf (COTS) Subscription Deliveries of Standard.
6. FAR 6.303-2(b)(6) – A description of the efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies:
A notice to the Government Point of Entry (GPE) website (beta.sam.gov) was published on August 19, 2025 in accordance with FAR Subpart 5.2. This posting informed potential sources of NASA’s intent toward this brand-name sole-source purchase order to Accuris/ Allium US Holding LLC. The results of this synopsis are summarized in Section 10 below.
7. FAR 6.303-2(b)(7) – A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable:
The Contracting Officer’s signature on this document indicates that the Contracting Officer has determined that the anticipated cost to the government will be fair and reasonable. The Contractor shall be required to submit a proposal to be evaluated and negotiated by the Government. Prior to execution of the contractual instrument, a proposal analysis will be performed. The proposal analysis will ensure that the final agreed-to price for the contract action is fair and reasonable. Pricing will be determined fair and reasonable based on results of comparison of the proposed price with catalog, public list, IGCE and historical prices.
8. FAR 6.303-2(b)(8) – Description of the market research conducted, and the results, or a statement of the reasons market research was not conducted (e.g., urgent, and compelling requirement):
Research was conducted via direct communication or through web-based research to verify other potential third-party standards providers do not provide the required content via a subscription. Based on these finding, and due to Accuris’ proprietary licensing agreements, Accuris confirmed via email that they are the sole provider of the subscriptions to be procured. These products are not available through NASA SEWP or GSA and no other vendor can fulfil this requirement.

9. FAR 6.303-2(b)(9) – Any other facts supporting the use of other than full and open competition:
None.
10. FAR 6.303-2(b)(10) – A listing of the sources, if any, that expressed an interest in writing in the acquisition:
A notice of NASA’s intent to award this sole-source action was synopsized on the GPE website (beta.sam.gov) per FAR Subpart 5.2 (See Section 6 above). The synopsis was posted on August 19, 2025 and closed on August 21, 2025 with no requests for consideration being received.
11. FAR 6.303-2(b)(11) – A statement of actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required:
Given the highly specialized nature of this requirement, there are no known actions which the Agency may take to allow consideration to other manufacturers for the requirements described herein at this time. Therefore, purchase of these requirements from Accuris/Allium US Holding LLC for the renewal of Accuris Software Subscriptions, is the sole option at this time. NASA will continue to examine the market in the future for alternative solutions before executing any subsequent contract action for the requirements herein.
