About this file

This is a Justification for Other Than Full and Open Competition (JOFOC) document for a bridge contract to provide MRO (Maintenance, Repair, and Operations) supplies and services in the South Central Region Zone 2. The Defense Logistics Agency (DLA) Troop Support Construction and Equipment Supply Chain is seeking to award a 174-day bridge contract worth $60 million to AFFL for the period of February 7, 2025 through July 31, 2025.

The contract will provide various MRO materials including HVAC equipment, plumbing supplies, electrical products, tools, chemical/lubricating products, construction supplies, perimeter security items, and communication devices for war-fighters stationed in the South Central Region Zone 2. This is the fifth bridge contract for this region, following the original 5-year contract (SPE8E3-15-D-0017) awarded to SAIC that expired in April 2020, and subsequent bridge contracts. The justification cites 10 U.S.C. § 3204(a)(1) and FAR 6.302-1 as the authority for other than full and open competition, stating that AFFL is the only source capable of providing the required items within the necessary timeframe. The Contracting Officer certified that anticipated costs are fair and reasonable based on price analysis including comparison to GSA pricing and other government contracts.
