About this file

This is a Justification for Other Than Full and Open Competition document submitted by the Defense Logistics Agency (DLA) Troop Support, Construction and Equipment Supply Chain for a seventh bridge contract award to SupplyCore Inc.

The proposed acquisition is a 396-day bridge contract effective September 3, 2026, through October 2, 2027, with a maximum dollar value of $90,000,000. The contract will provide maintenance, repair, and operations (MRO) materials and supplies to support war-fighters stationed in the South Central Region Zone 1, including HVAC equipment, plumbing supplies, electrical products, tools, chemical and lubricating products, construction supplies, perimeter security items, communication devices, and incidental services. The current contract holder, SupplyCore Inc., has held this requirement since the original five-year contract awarded April 7, 2015. This bridge contract follows six previous bridge contracts, with the most recent (SPE8E3-25-D-0023) expiring September 2, 2026. The justification for other than full and open competition is based on 10 U.S.C. § 3204(a)(1), citing that only one responsible source can satisfy agency requirements within the required timeframe. The bridge period is necessary to provide continuous support during the competitive award process for a follow-on contract and a standard 120-day implementation period. The Contracting Officer determined the anticipated cost will be fair and reasonable based on price analysis including commercial pricing, GSA pricing, and other Government contract comparisons. Future solicitations for this requirement are expected to be issued competitively.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

UNDER AUTHORITY OF 10 U.S.C. § 3204(a)(1)

MAINTENANCE, REPAIR, AND OPERATIONS (MRO) PROGRAM

1. Defense Logistics Agency (DLA) Troop Support, Construction and Equipment Supply

Chain, is the contracting activity.

2. The action being approved is the award of DLA requirements on an Other than Full and Open Competition basis.

3. The proposed acquisition is for a bridge contract for a period of 396 days to provide for the purchasing of facilities maintenance, repair, and operations (MRO) materials and other supplies including, but not limited to: Heating, Ventilation, and Air Conditioning (HVAC); plumbing supplies (including bath and shower items); electrical products (including generators, wire, connectors, sockets, outlets, lights, etc.); tools of various kinds; chemical, lubricating, and rubber products and products including same;

construction supplies (including but not limited to cement, lumber and plywood, bricks, blocks, steel, aluminum, and other metal products, conduits, prefabricated structures, etc.);

perimeter security items such as barriers, barbed wire, concertina wire, and sand bags (also used for erosion prevention); communication devices (such as walkie-talkies, two-way radios, etc. used by maintenance personnel); and various other MRO supplies and incidental services needed by war-fighters stationed in the South Central Region Zone 1.

The proposed maximum dollar value $90,000,000.00 for a period of 396 days. The original five (5) year contract for this region, SPE8E3-15-D-0016, was awarded to SupplyCore Inc. with an effective date of April 7, 2015; the contract expired on April 6, 2020. The first bridge contract, SPE8E3-20-D-0009, was awarded with an effective date of April 7, 2020, and expired on October 6, 2021. The second bridge contract, SPE8E3-22-D-0001, was awarded with an effective date of October 7, 2021, and expired January 14, 2023. The third bridge contract, SPE8E3-23-D-0010, was awarded with an effective date of January 15, 2023, and expired April 14, 2024. The fourth bridge contract, SPE8E3-24-D-0011, was awarded with an effective date of April 15, 2024, and expired on February 6, 2025. The fifth bridge contract, SPE8E3-25-D-0010, was awarded with an effective date of February 7, 2025, and expired on September 29, 2025. The sixth (current) bridge contract, SPE8E3-25-D-0023, was awarded with an effective date of September 30, 2025, and is set to expire on September 2, 2026. The proposed action will be the seventh bridge contract for the South Central Region Zone 1.

The proposed bridge contract will have an effective period of September 3, 2026 through October 2, 2027. This time period is necessary to provide support to the region during the award process of the competitive follow-on contract and the implementation period of 120 days following award of the competitive contract. 120 days is the standard implementation period for the next generation of MRO contracts for zones which support storefronts. One storefront is located at Fort Polk in Louisiana. If a competitively awarded contract is issued ahead of the projected timeframe and the contract guaranteed minimum of $50,000.00 is satisfied, orders will no longer be placed under the bridge contract.

4. The applicable statutory authority permitting other than full and open competition is 10 U.S.C. § 3204(a)(1), as implemented by Class Deviation 2026-O0017 Revision 1 – Revolutionary Federal Acquisition Regulation (FAR) Overhaul Part 6, Defense FAR Supplement (DFARS) Part 206, and Revolutionary FAR Overhaul Part 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements.

5.

6. This requirement will be published to Contract Opportunities. In addition, this justification will be made available for public inspection after award, in accordance with Class Deviation 2026-O0017 Revision 1 – Revolutionary FAR Overhaul Part 6, DFARS Part 206, FAR Part 6.301(b).

7. As the Contracting Officer, I hereby determine that the anticipated cost to the Government will be fair and reasonable based on price analysis, including comparison to available commercial pricing, General Services Administration (GSA) pricing, and other Government contracts.

8. With the exception of synopsizing this requirement, no additional market research will be conducted, and no other firms will be solicited since the required supplies and services are only available from the incumbent contractor in the required timeframe.

9. There are no other facts supporting the use of other than full and open competition. The proposed seventh bridge contract, to be awarded to SupplyCore Inc., is required to support customer requirements until a follow-on initiative is competitively awarded.

10. While no other sources have expressed a written interest in this acquisition, it is anticipated that SupplyCore Inc. will be interested in this bridge contract.

11. The proposed bridge contract covers the South Central Region Zone 1. The award for the follow-on contract is expected to be implemented Future solicitations are expected to be issued competitively.

12. As the Contracting Officer, I hereby certify that this justification is accurate and complete to the best of my knowledge and belief.
