About this file
This is a Justification for Other Than Full and Open Competition document for a bridge contract under the Defense Logistics Agency (DLA) Maintenance, Repair, and Operations (MRO) Program.
DLA Troop Support, Construction and Equipment Supply Chain is seeking to award a seventh bridge contract to SupplyCore, Inc. for a 214-day period from April 3, 2026 through November 2, 2026, with a maximum dollar value of $60,000,000. The contract will provide MRO materials and supplies for the Northwest Region, including HVAC equipment, plumbing supplies, electrical products, tools, chemical and lubricating products, construction supplies (cement, lumber, steel, aluminum, and metal products), perimeter security items (barriers, barbed wire, concertina wire, sandbags), communication devices, and incidental services for war-fighters stationed in the region. SupplyCore has held the incumbent contract since the original five-year award on March 25, 2015, with subsequent bridge contracts awarded in 2020, 2021, 2022, 2023, 2024, and 2025. The single-source justification cites 10 U.S.C. § 3204(a)(1) and indicates that required supplies and services are only available from the incumbent contractor within the required timeframe. The bridge period is necessary to provide support during the competitive follow-on contract award process and a standard 60-day implementation period. The contracting officer certifies that anticipated costs are fair and reasonable based on price analysis including commercial, GSA, and government contract pricing comparisons. Future solicitations are expected to be issued competitively.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
Under Authority of 10 U.S.C. § 3204(a)(1)
MAINTENANCE, REPAIR, AND OPERATIONS (MRO) PROGRAM
1. Defense Logistics Agency (DLA) Troop Support, Construction and Equipment Supply
Chain, is the contracting activity.
2. The action being approved is the award of DLA requirements on an Other than Full and Open Competition basis.
3. The proposed acquisition is for a bridge contract for a period of 214 days to provide for the purchasing of facilities maintenance, repair, and operations (MRO) materials and other supplies including, but not limited to: Heating, Ventilation, and Air Conditioning (HVAC); plumbing supplies (including bath and shower items); electrical products (including generators, wire, connectors, sockets, outlets, lights, etc.); tools of various kinds; chemical, lubricating, and rubber products and products including same;
construction supplies (including but not limited to cement, lumber and plywood, bricks, blocks, steel, aluminum, and other metal products, conduits, prefabricated structures, etc.);
perimeter security items such as barriers, barbed wire, concertina wire, and sand bags (also used for erosion prevention); communication devices (such as walkie-talkies, two-way radios, etc. used by maintenance personnel); and various other MRO supplies and incidental services needed by war-fighters stationed in the Northwest Region. The proposed maximum dollar value is $60,000,000.00 for a period of 214 days. The original five (5) year contract for this region, SPE8E3-15-D-0024, was awarded to SupplyCore, Inc. with an effective date of March 25, 2015; the contract expired on April 24, 2020. The first bridge contract for this region, SPE8E3-20-D-0008, was awarded with an effective date of March 25, 2020, and expired on September 24, 2021. The second bridge contract, SPE8E3-21-D-0018, was awarded with an effective date of September 25, 2021, and expired on November 11, 2022. The third bridge contract, SPE8E3-23-D-0004, was awarded with an effective date of November 12, 2022, and expired on December 11, 2023. The fourth bridge contract, SPE8E3-24-D-0006, was awarded with an effective date of December 12, 2023, and expired on December 5, 2024.
The fifth bridge contract, SPE8E3-25-D-0005, was awarded with an effective date of December 6, 2024, and expired on June 27, 2025. The sixth (current) bridge contract, SPE8E3-25-D-0020, was awarded with an effective date of June 28, 2025, and is set to expire on April 2, 2026. The proposed action will be the seventh bridge contract for the Northwest Region.
The proposed bridge contract will have an effective period of April 3, 2026 through November 2, 2026. This time period is necessary to provide support to the region during the award process of the competitive follow-on contract and the implementation period of sixty (60) days following award of the competitive contract. Sixty (60) days is the standard implementation period for the next generation of MRO contracts for zones which do not support storefronts. If a competitively awarded contract is issued ahead of the projected timeframe and the contract guaranteed minimum of $50,000.00 is satisfied, orders will no longer be placed under the bridge contract.
4. The applicable statutory authority permitting other than full and open competition is 10 U.S.C. § 3204(a)(1), as implemented by Class Deviation 2026-O0017 Revision 1 – Revolutionary Federal Acquisition Regulation (FAR) Overhaul Part 6, Defense FAR Supplement (DFARS) Part 206, and Revolutionary FAR Overhaul Part 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
5.
6. This requirement will be published to Contract Opportunities. In addition, this justification will be made available for public inspection after award, in accordance with FAR 6.301(b).
7. As the Contracting Officer, I hereby determine that the anticipated cost to the Government will be fair and reasonable based on price analysis, including comparison to available commercial pricing, General Services Administration (GSA) pricing, and other Government contracts.
8. With the exception of synopsizing this requirement, no additional market research will be conducted, and no other firms will be solicited since the required supplies and services are only available from the incumbent contractor in the required timeframe.
9. There are no other facts supporting the use of other than full and open competition. The proposed seventh bridge contract, to be awarded to SupplyCore, is required to support customer requirements until a follow-on initiative is competitively awarded.
10. While no sources have expressed a written interest in this acquisition, it is anticipated that SupplyCore will be interested in this bridge contract.
11. The proposed bridge contract covers the Northwest Region.
Future solicitations are expected to be issued competitively.
12. As the Contracting Officer, I hereby certify that this justification is accurate and complete to the best of my knowledge and belief.
