About this file
This is a Justification for Other Than Full and Open Competition (J&A) document for a bridge contract under the Defense Logistics Agency (DLA) Maintenance, Repair, and Operations (MRO) Program.
The contracting activity is DLA Troop Support, Construction and Equipment Supply Chain. This action authorizes a bridge contract award to SupplyCore, Inc. on an other than full and open competition basis for a 214-day period from April 3, 2026, through November 2, 2026. The contract provides facilities maintenance, repair, and operations materials and supplies for war-fighters stationed in the North Central Region, including HVAC supplies, plumbing supplies, electrical products, tools, chemical and lubricating products, construction supplies, perimeter security items, communication devices, and other MRO supplies and incidental services. The proposed maximum dollar value is $80,000,000.00. This represents the tenth bridge contract for the North Central Region, following nine predecessor bridge contracts awarded to SupplyCore between March 2015 and June 2025. The bridge contract is necessary to provide continuous support during the award process and 60-day implementation period for a competitive follow-on contract. The statutory authority for this non-competitive action is 10 U.S.C. § 3204(a)(1). The contracting officer certified fair and reasonable pricing based on price analysis and comparison to GSA pricing and other government contracts. The document was signed by Contracting Officer Lauren White on March 4, 2026, and approved by William J. Kenny, Executive Director of DLA Troop Support Contracting and Acquisition Management, on March 24, 2026.
