About this file
This document is a Justification for Other Than Full and Open Competition (J&A) for a Maintenance, Repair, and Operations (MRO) Program bridge contract for the Hawaii Region by the Defense Logistics Agency (DLA) Troop Support. The proposed contract will have a 442-day period with a maximum dollar value of $99.9 million, covering facilities maintenance materials and operations supplies including HVAC, plumbing, electrical products, tools, chemical and rubber products, construction supplies, security items, and communication devices for war-fighters stationed in the Hawaii Region.
This is the sixth bridge contract for the Hawaii Region, with the proposed effective period from March 31, 2025, through June 15, 2026. Previous bridge contracts date back to September 2014, with incremental modifications and extensions. The contract will be awarded on an "Other than Full and Open Competition" basis under 10 U.S.C. § 3204(a)(1), with the anticipation that AFFL (American Forces Family Association) will be interested in this acquisition. The contracting officer has certified the justification as accurate and complete, and no additional market research will be conducted since the required supplies and services are only available from the incumbent contractor within the specified timeframe.
