About this file

This document is a Justification for Other Than Full and Open Competition (JOFOC) for a bridge contract under the Defense Logistics Agency (DLA) Maintenance, Repair, and Operations (MRO) Program.

The contracting activity is DLA Troop Support, Construction and Equipment Supply Chain. The proposed acquisition is a bridge contract for 321 days (April 16, 2026 through March 2, 2027) to provide MRO materials and supplies to support war-fighters stationed in the Alaska Region. Supplies include HVAC materials, plumbing supplies, electrical products, tools, chemical and lubricating products, construction supplies (cement, lumber, plywood, metals, prefabricated structures), perimeter security items, and communication devices. The maximum dollar value is $75,000,000.00. This will be the sixth consecutive bridge contract for the Alaska Region, following previous awards to SupplyCore, Inc.: the original five-year contract (SPE8E3-15-D-0029, May 6, 2015 to May 5, 2020), and bridge contracts SPE8E3-20-D-0011, SPE8E3-22-D-0005, SPE8E3-23-D-0001, and SPE8E3-24-D-0008. The justification cites 10 U.S.C. § 3204(a)(1) as the statutory authority for other than full and open competition, asserting that only the incumbent contractor can satisfy agency requirements within the required timeframe. The Contracting Officer determines the anticipated cost is fair and reasonable based on price analysis and comparison to commercial and GSA pricing. The document was signed by Contracting Officer Lauren White on March 5, 2026, and approved by William J. Kenny, Executive Director of DLA Troop Support Contracting and Acquisition Management, on March 18, 2026.
