About this file
This document is a Consolidation Determination and Findings for a Defense Logistics Agency (DLA) indefinite delivery/indefinite quantity (IDIQ) contract solicitation for military dress uniform cloth items.
The solicitation (SPEIC1-26-R-0077) seeks to consolidate the procurement of ten different dress cloth items under Federal Supply Class 8305 into up to three separate IDIQ contracts with a base period of one year and three-year option period. The estimated maximum quantity is 3,219,435 yards for the base period and 9,658,305 yards for the option period, with guaranteed minimum orders of 646,775 yards for the base period and 1,940,325 yards for the option period. Domestic items include Air Force Serge Blue, Navy Blue (Poly/Wool and 100% Wool), Navy Tropical Khaki, Maine Corps M-1 Khaki, Army Gabardine, Army Elastique Heritage Green, Coast Guard Serge, and Coast Guard Tropical varieties. One additional item (Marine Corps Scarlet) will be procured under Domestic Non-Availability Determination provisions pending additional domestic supplier approval. The solicitation awards are anticipated to go to two large businesses and one small business, with a total estimated maximum contract value that exceeds $100 million. The consolidation strategy was selected over alternative approaches to reduce acquisition lead time (210 days versus 945 days under status quo), minimize administrative burden and personnel costs (approximately $2.0 million versus $7.6 million over five years), strengthen the domestic industrial base by requiring multiple vendors, and increase small business participation through mandatory Small Business Support subcontracting plans from large prime contractors.
