☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from DÜRR NDT GmbH & Co. KG for X-Ray Digital Detector Array. The total estimated period of performance or lead-time for delivery is 2-4 weeks ARO.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The requested brand, DÜRR NDT GmbH & Co. KG, is uniquely suited for aerospace X-ray detection applications, providing a portable and compact imaging solution for weld inspections, profile imaging, and other aerospace nondestructive testing requirements. The scanner will be utilized by the Nondestructive Evaluation (NDE) team at various field locations across Kennedy Space Center (KSC), to support X-ray inspections of aerospace hardware. The system scans fully flexible imaging plates in multiple resolutions and formats, providing the flexibility and compatibility needed to integrate with existing laboratory equipment. The system is also BAM certified and complies with applicable EN, ASTM, and DICONDE standards, supporting the required image quality, interoperability, and data management requirements. The DÜRR Scanner will provide continuity of operations by leveraging the existing DÜRR computed radiography infrastructure currently in place.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Selecting another brand could result in significant funding, compatibility, and schedule impacts to the Government, including higher acquisition costs and additional expenses for employee training on different software and equipment. Alternative equipment may not provide the required imaging capabilities or compatibility with existing laboratory systems, potentially requiring additional equipment upgrades or purchases and increasing overall costs. The commonality of equipment minimizes integration risk, supports established workflows, and reduces the need for additional infrastructure or modifications to existing processes. The transition to a different system could also require additional time for procurement, shipment, installation, and personnel familiarization, creating avoidable schedule delays. These additional costs, compatibility concerns, and implementation delays could jeopardize mission schedules and negatively impact the Agency’s ability to meet its aerospace inspection and testing requirements.
