About this file

This is a Brand Name Justification document submitted by NASA's Shared Services Center for the procurement of a Hexagon Global S Scan+ 12.22.10 Coordinate Measuring Machine (CMM). The document recommends that NASA negotiate exclusively with vendors authorized to provide this specific Hexagon brand product, with an estimated delivery date of July 27, 2026.

The justification details that the CMM will be delivered to the Mission Assurance Branch, Building 1232A, Room 101G, for use by the Quality Assurance and Inspection team in conducting precise dimensional inspections of manufactured parts, assemblies, tooling, and research hardware. The equipment will replace an existing CMM that is over 30 years old and is no longer serviceable due to obsolete hardware and unavailable replacement parts. The requested system offers highly accurate and repeatable dimensional measurements, automated inspection routines, digital reporting, and advanced scanning functionalities necessary for inspecting complex components that cannot be adequately measured with manual tools. The document argues that selecting an alternative product would necessitate multiple setup procedures, additional equipment, and increased manual measurements, resulting in higher labor costs, longer inspection durations, reduced measurement accuracy, equipment downtime, delayed inspection processes, increased outsourcing reliance, and potential impacts on project schedules and mission support activities. The Hexagon system's versatility to inspect a wide range of components using a single platform reduces setup time and enhances measurement consistency, making it essential for continued support of critical quality assurance functions. The technical user who signed the document on June 26, 2026, holds the title of Quality Assurance Spec (Aerospace).

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☐I recommend that NASA, NASA Shared Services Center negotiate with Vendor Name only for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

OR

Brand Name Justification:

☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from Hexagon Manufacturing Intelligence, Inc. (Hexagon) for Purchase of Hexagon Global S Scan+ 12.22.10 CMM. The estimated period of performance or lead-time for delivery is 07/27/2026..

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

This equipment will be delivered to the Mission Assurance Branch, Building 1232A, Room 101G, for use by the Quality Assurance and Inspection team in conducting precise dimensional inspections of manufactured parts, assemblies, tooling, and research hardware. The system will replace an existing Coordinate Measuring Machine (CMM) that is over 30 years old and is used to verify critical dimensions, geometric tolerances, and compliance with engineering specifications. The requested CMM offers highly accurate and repeatable dimensional measurements for complex components that cannot be adequately inspected with manual measurement tools. Additionally, it supports automated inspection routines, digital reporting, and advanced scanning functionalities, which enhance inspection efficiency and consistency. This upgrade is essential to replace the aging CMM, which is no longer reliably serviceable due to obsolete hardware and the unavailability of replacement parts.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Selecting a different product that does not meet the specified requirements may necessitate multiple setup procedures, additional equipment, or increased manual measurements during inspections. This can lead to higher labor costs, longer inspection durations, and potential reductions in measurement accuracy and repeatability. Currently, our Coordinate Measuring Machine (CMM) is over 30 years old and can no longer be serviced due to obsolete components. Without a suitable replacement, we risk equipment downtime, delays in inspection processes, increased reliance on outsourcing, and potential impacts on project schedules, hardware approval, and mission support activities. It is essential to acquire a CMM that meets all required specifications for measurement range, accuracy, scanning capability, automation, and reporting to effectively support our inspection operations. The proposed system offers the versatility to inspect a wide range of components using a single platform, thereby reducing setup time and enhancing measurement consistency. Additionally, it will serve as a replacement for the outdated inspection system, ensuring continued support for critical measurement and quality assurance functions.

ADDITIONAL COMMENTS:

The Coordinate Measuring Machine (CMM) will be utilized by the Mission Assurance Branch to conduct precise dimensional inspections of manufactured parts, assemblies, and research hardware. The selected system meets all necessary specifications and will replace an existing CMM that is over 30 years old and no longer serviceable due to obsolete hardware and unavailable replacement parts. The new system offers the accuracy, measurement range, scanning capabilities, automation, and reporting functions required to support current and future quality assurance activities. Without this replacement, inspection operations could be interrupted, leading to increased labor costs, potential outsourcing expenses, delays in hardware acceptance, and disruptions to project schedules. The equipment is needed by July 27 to ensure continuity of critical inspection functions and to prevent delays in dimensional verification.
